Organization Overview:
The International Economic Growth Division conducts projects in agriculture, economic development, labor, privatization, environment, and trade. We work in developing countries in Africa, Asia, Latin America, Eastern Europe, and the Middle East. Our clients include the US Agency for International Development (USAID) and multilateral financial institutions such as the Inter-American Development Bank and the World Bank.

Minimum Qualifications:

MA/MBA with 13 – 15 years of experience OR PhD with 8 – 10 years of experience OR the equivalent combination of education and experience.

Job Responsibilities:

The full-time Deputy Chiefs of Party in each region will have the authority and flexibility to tailor activities to specific needs and priorities, and will work very closely with the Activity Manager in the regional mission and designated Points of Contact in the bilateral missions.

To carry out these tasks, the contractor shall set up small regional coordination offices in Nairobi, Kenya; Accra, Ghana and Pretoria, South Africa. Each regional office will be led by a Deputy Chief of Party. He or she will hire short-term local staff and consultants. Each regional office will implement the four tasks in that sub-region, in collaboration with the regional and bilateral missions.

Skills Prerequisites:

Deputy Chiefs of Party will be assigned to lead regional offices in Nairobi, Kenya; Accra, Ghana, and Pretoria, South Africa. The Deputy Chiefs of Party should have at least a master’s degree in a relevant field; at least eight years of relevant professional experience in human resource development and institutional/organizational capacity-building; experience in USAID project design, management and/or evaluation; and excellent interpersonal and teamwork skills, especially in multi-cultural settings. Experience in USAID project design, management and/or evaluation required as the secondary skill set for this task. The DCOP in charge of the office in West Africa must be fluent in both French and English; some French is desirable for the position in East Africa and some Portuguese is desirable for the position in southern Africa. Contractors are welcome to nominate qualified Africans with comparable expertise for the DCOP positions.
