Job Title 1: Division Manager – Quality Assurance and Results Department

The African Development Bank (the Bank) is a leading development institution on the continent, focused on promoting economic development and poverty reduction. It engages with the full range and complexity of development challenges in Africa. It has integrated operations, lending directly to the public and private sectors through a variety of instruments. It also provides advisory services and has an increasing country presence through a growing network of 34 field offices. The Office of the Chief Operating Officer (COO) is charged with improving coherence and coordination across the Bank’s complexes, ensuring strategic priorities are reflected in resources allocation, enhancing monitoring and management of performance, and strengthening the focus onresults. Within the COO’s Office, the Quality Assurance and Results Department (ORQR) seeks to improve the quality and the development impact of the Bank’s operations.

The department includes four divisions—Results Reporting, Quality Assurance, Compliance and Safeguards and Gender and Social Development Monitoring. The Gender and Social Development Monitoring Division’s role is to work towards reducing gender inequalities and promote effective engagement with civil society organisations. As part of its mandate, the Division ensures that gender dimensions are mainstreamed in the Bank’s strategies, policies and operations. To promote gender activities, the Bank has recently appointed a Special Envoy on Gender (SEOG) tasked with coordinating and advising on gender.
Duties and responsibilities

The Division Manager will work under the general supervision of  the Director, ORQR. Core responsibilities include:

•   Plan, organise and coordinate the activities of the Division.
•   Set the overall objectives, develop work programmes and oversee their execution and ensure that deadlines are met and that the Division’s outputs reach highest technical quality standards.
•   Lead the development and application of tools and processes to mainstream gender in the Bank’s country and regional strategy papers as well as in project design.
•   Ensure mechanisms are in place to provide operations the guidance and support they need in better integrating gender into operations throughout the project lifecycle.
•   Support the integration of gender into sector policies, strategies and into the Bank’s Operations Manual.
•   Strengthen the Bank institutional capacity to mainstream gender through training and other means;
•   Assist the SEOG in coordinating and leading the development and revision of action plans for gender mainstreaming.
•   Support the SEOG in establishing an institutional mechanism and coordinate the implementation of gender policies and strategies.

Qualification Required & Experience

Including desirable skills, knowledge and experience

•   Minimum of a Master’s Degree or its university equivalent in Economics, Social Sciences or related disciplines.
•   Minimum of eight years of relevant work experience in social development and gender mainstreaming, including through field operations.
•   Established track record in developing mainstreaming approaches as well as social development policies.
•   Knowledge and practice of business processes of multilateral development institutions.
•   Strong interpersonal skills, with a proven ability to build consensus among different stakeholders, create effective networks across institutional boundaries, and lead teams in a multicultural environment;
•   Demonstrated skills to combine strategic thinking with a good understanding on how to translate ideas into products in a participatory manner, navigating the shortest institutional way possible;
•   Superior written and oral communication skills in English and/or French (with a working knowledge of the other language).

Job Title 2: Corporate Secretary (African Legal Support Facility)

The African Legal Support Facility (“ALSF” or the “Facility”) is an international organization established by Treaty on December 15, 2008.  TheFacility is temporarily housed at the African Development Bank (“AfDB”) in Tunis, Tunisia.  Its membership is open to (a) all AfDB member states; (b) other states; (c) AfDB; and (d) other international organizations or institutions.  ALSF’s main objectives include: (i) assisting AfDB’s Regional Member Countries (RMCs) address litigation brought against them by vulture funds (and other such entities); (ii) creating an avenue for AfDB’s RMCs to access technical advice when negotiating complex commercial transactions (especially in the area of infrastructure and natural resources); and (iii) investing in and organizing the training of legal counsel from participating RMCs to equip them with legal expertise necessary to better represent their countries.

The institutional structure of the Facility consists of (i) the Governing Council, (ii) the Management Board, and (iii) a Director.   The Corporate secretary will be responsible for supporting the Chairpersons of the Management Board and the Governing Council in the organization and management of meetings and other duties which the Director may assign to him or her.

Duties and responsibilities

•   Assisting the Chairpersons of the Management Board and the Governing Council in convening meetings and transmitting agenda and documents to the members of the Management Board and the Governing Council, and other duties which the Director may assign to him or her.
•   Coordinating any voting processes, taking accurate recording of proceedings, decisions and resolutions taken at meetings.
•   Furnishing Management Board and Governing Council members with keyinformation, documentation and legal advise as required.
•   Ensuring that, if required, documents presented to the Management Board and Governing Council are translated into the official languages of the Facility in a timely fashion.
•   Providing interpretation services in the official languages of the Facility, whenever necessary.
•   Draft Resolutions and minutes related to the Facility’s Governing Council and Management Board.
•   Draft preliminary documents that are required for the effective operation of theFacility.
•   Manage correspondence with Member States of the Facility and attend to any queries from representatives of such member states as they relate to the Facility.
•   Advise the Director on all matters related to the work of the Board and the Council.
•   Assist the Director in appointing external advisors of the Facility where required.
•   Perform such other assignments as may be required from time to time by the director.

Qualification Required & Experience

Including desirable skills, knowledge and experience

•   A Minimum of a Master’s degree or its university equivalent plus admission tothe Bar of a member of the AfDB.
•   A minimum of seven (7) years of professional experience including ininternational law and   in matters pertaining to the organization and conduct of meetings, protocol questions as well as various activities and  matters related to organizations as the ALSF.
•   Demonstrable diplomatic skills and experience working in complex and politically-sensitive contexts.
•   Demonstrated effective coordination skills and an ability to work under pressure in a multicultural environment to complete multiple tasks and meet deadlines.
•   Excellent written and oral skills in English and in French.  Fluency in one other language such as Arabic and Portuguese will be an added advantage.

In addition to the foregoing, the candidate should possess:

•   Possess a high level of integrity, moral values, discretion and confidentiality;
•   Willingness to undertake extensive travel; and
•   Competence in the use of standard IT software (Word, Excel, PowerPoint).
