ARB Apex Bank Ltd has been established by the ARB Apex Bank Ltd. Regulations, 2006 (L. I. 1825) to provide support services to the Rural and Community Banks (RCBs) in Ghana

Job Description

JOB PURPOSE:
To carry out inspection of RCBs and support the ARB Apex Bank’s (including RCBs) business units and inform management of the extent to which operationl controls are in place, being implemented and to conduct investigations into all matters as directed by the Board of Directors, the Managing Director, of the Head of Internal Control Department

DUTIES & RESPONSIBILITIES:
The Inspectors shall work under the supervision of the Head of Internal Control Department. The scope of work for the Inspectors shall be to:-

Undertake normal inspection/audit functions by reviewing the operations of the Rural and Community Banks (RCBs) to determine the extent of adherence to laid down regulations, procedures, policies and guidelines
Determine whether accounts have been prepared on the basis of fundamental accounting concepts
Carry out specific investigations/assignments and regular tests at the RCBs to ensure that systems of internal controls are followed

Make appropriate recommendations to Directors of RCBs for the improvement of Internal control systems
Evaluate controls of the RCBs and ascertain effectiveness and adequacy of business operations
To make appropriate recommendations to the management of RCBs with the objective of improving on the controls in order to enhance standards and operational performance

Ensure a consistent and systematic submission of returns to the ARB Apex Bank and the Bank of Ghana
Ensure RCBs’ compliance with the Banking Act, 2004 (Act 673) and the ARB Apex Bank Regulations 2006 (L.I. 1825)
Ascertain the appropriateness of RCBs or any of its agencies on the going concern assumption to enable the ARB Apex Bank Ltd to take the necessary corrective measures

To report quarterly to the Project office (EMCB/FSR Secretariat) and to the management of the ARB Apex Bank Ltd. through the Head of Internal Control Department

Carry out duties as may be assigned from time-to-time

TERMS OF APPOINTMENT:
The appointment will be on contract basis
Required Skills or Experience

A minimum of a University Degree in a relevant discipline plus ten (10) years post-qualification experience in a Bank, which should include three (3) years of inspection/audit duties or
Any relevant professional qualification plus seven (7) years post-qualification experience in a Bank, which should include three (3) years of inspection/audit duties
Must be a computer literate
Must be willing to travel across the length and breadth of Ghana
Must have good communication and report writing skills
