Job Description

Job Title: Estate Facilities Manager

  • Application deadline: 3 April 2017
  • Grade: C4 (L)
  • Type of Position: Fixed Term
  • Duration of Post: 36 months
  • Starting monthly salary: GHS 5, 914
  • Start Date: 1 May 2017

Main purpose of job

This is an exciting and fast-paced job that offers real responsibility in helping manage the Corporate Services (CS) of a leading foreign mission in Ghana. The job-holder plays a crucial role:

  • Managing the High Commission’s Estate (inc. offices and both owned and rented properties) to deliver a high quality platform and accommodation for staff – as well as Value for Money in line with UK government policy – working with Deputy Head Estates;
  • Managing all facilities – including maintaining relevant registers, liaising with the Technical Works team to ensure maintenance issues are addressed swiftly and  ensuring Health and Safety Compliance,
  • Line-manage the Procurement Officer, overseeing the writing of Tender Documents / Contracts, Protocol Team, overseeing logistics for incoming UK Based staff, and in-house messenger team;
  • He/she will also continue to innovate – working closely with the Regional Hubs in London and Pretoria.

Roles and responsibilities

Estates

  • Chair Post Housing Committee, reviewing and updating housing policy;
  • Source UK staff accommodation in line with housing policy – managing leases (with legal advisor), relationships with landlords and central registers (Pyramid);
  • Prepare accommodation for arrivals (working closely with Technical Works team to ensure properties meet all FCO regulations) and handovers at the end of postings;
  • Oversee all accommodation issues for incoming staff and staff at post – including inventories, refurbishments (with Technical Works team);
  • Oversee Health and Safety compliance for all properties;
  • Manage all High Commission Compounds (including common areas), liaising with HQ as appropriate;
  • Budget management (including forecasting) and overseeing the payment of all invoices (for utilities etc) realising Value For Money and meeting audit requirements;
  • Line Management of  Deputy Head Estates, and messengers;

Facilities

Advertisement
  • Manage all Office buildings/grounds – including payments (i.e. ground rents, utilities etc) and ensuring Health and Safety Compliance;
  • Manage all BHC amenities – reviewing and updating policies;
  • Manage moves/refurbishments – and report any faults and liaise with Technical Works to ensure they are rectified in a timely manner;
  • Maintain Capital Assets register;

Procurement

  • Oversee  purchase and records of office supplies, managing procurement (including writing of tenders or contracts) in line with FCO policy;
  • Liaise with Procurement hub on any tenders or contracts over £25,000 and PSAB on all tenders or contacts over £85,000;
  • Line manage Procurement Officer;

Protocol

  • Liaising with Protocol for incoming and in country UK based staff;
  • Line Manage Protocol Officer;

Required Skills or Experience

Essential qualifications and experience  

  • Relevant completed degree or equivalent qualification
  • Experience of managing an estate;
  • Procurement experience;
  • Line management experience;
  • IT skills;

Desirable qualifications and experience  
Facilities  Management Experience

Required competencies
