Cardno Emerging Markets USA, Ltd. (Cardno) is currently seeking experienced Accountants for an upcoming Millennium Challenge Corporation (MCC) funded Program in Ghana. These positions are for Ghana nationals only.

Millennium Development Authority (MiDA) is an accountable entity responsible for the implementation of the Ghana Compact. The implementation period of the Compact will be for five years. The Accountants, as part of the Fiscal Agent Team, will assist in the financial management of the Ghana Compact funds. The Accountants will execute day-to-day accounting activities of the Program. Specific responsibilities include:

•   Process payment requests and payroll
•   Perform banking operations
•   Prepare payment instruments or instructions
•   Monitor budgets
•   Record financial transactions
•   Maintain accounts payable, accounts receivable and fixed assets register
•   Prepare weekly and monthly reconciliations of the Program funds
•   Prepare weekly financial reports
•   Execute tasks to comply with local tax laws
•   Assist in obtaining tax exemption or refund
•   Assist in preparation of budget, and monthly, quarterly and half-yearly reports

Qualification Required & Experience  

•   Minimum 3 years of experience in accounting functions such as invoice and payroll processing, cash management, reconciliation, project accounting and financial reporting
•   Previous experience working on an automated accounting system, and budget and commitment management
•   Strong skills in internal controls and accounting standards
•   Good in English – reading, writing and speaking
•   Bachelor in Accounting or Finance or equivalent accounting certification
•   Computer literate – Microsoft Office – Outlook, Excel,  Word
•   Good understanding of Ghana tax laws and compliances

The Administrative Assistant will provide secretarial support to the Team Leader and Senior Financial Management Specialists. The Assistant will carry out day-to-day administration activities for smooth functioning of the project office and maintain petty cash.

Qualification Required & Experience      

•    Minimum 3 to 5 years of experience in office and administration support activities
•    Basic knowledge of banking and cash management activities
•    Strong communication skills

Cardno Emerging Markets USA, Ltd. (Cardno) is currently seeking an experienced Senior Procurement Specialist for an anticipated Millennium Challenge Corporation (MCC) funded project in Ghana.

The Senior Procurement Specialist will manage, execute and coordinate tasks related to the procurement of goods, services and civil works for the implementation of the Project. Specific responsibilities include:

•    Manage, execute and coordinate tasks related to the procurement of goods, services and civil works for the implementation of the Project
•    Plan, schedule and prioritize the procurement functions, including plans for the efficient and effective procurement of goods, civil works and services
•    Assist in preparation of standard bidding documents, procurement operations manual, bid challenge system, procurement processes and reporting templates, procurement plans, procurement implementation plans and procurement performance reports
•    Assist in establishment and implementation of contract administration system
•    Manage the entire procurement process and execute day-to-day procurement functions such as: analyze market conditions, verify the technical specifications or terms of reference, prepare and launch tender documents, arrange and facilitate site visits or bidders’ conferences, respond to written queries or requests for clarifications, facilitate evaluation panel, prepare evaluation reports, carry out price reasonableness analysis, facilitate contract negotiations, prepare and award contracts, notify about contract award and conduct debriefing with bidders
•    Provide the contract management services including arranging for proper inspection, ensuring compliance with terms and conditions of contracts, addressing delays, troubleshooting problems, assisting in contract amendments, and ensuring completion of works and delivery of goods
•    Ensure that all approvals and procurements records are kept safely and filed appropriately
•    Assist with management and resolution of bid challenges
•    Provide advice on the procurement activities of the Project including reviewing contracts related to procurement of goods, infrastructure works and services
•    Assure that all procurement activities are performed in a fully professional, transparent and ethical manner, and in line with procurement regulations and conditions of the grant and implementation agreement
•    Protect the procurement activity from fraud, waste and abuse

Qualification Required & Experience     

•    Minimum 10 years of experience working as a procurement professional in the infrastructure sectors, preferably in infrastructure construction procurement and contract management
•    Bachelor or master’s degree in civil engineering
•    Education or training in procurement, public administration, or related field
•    Extensive knowledge and understanding of best practices in procurement procedures, FIDIC documents, project administration and follow-up, and contract management
•    Proven experience with international development partner institutions procurement guidelines and procedures – especially of the World Bank, USAID or Millennium Challenge Corporation
•    Excellent communication and interpersonal skills and experience in working with high level government officials and business executives
•    Fluent in English – reading, writing and speaking
•    Advanced proficiency in Microsoft Office – Outlook, Excel, Word, Project and PowerPoint
•    Experience working in similar countries, preferably West Africa

The Procurement Agent Manager will be required to provide procurement management and contract administration services related to the procurement of goods, works and services for the implementation of the Project. The Procurement Agent Manager will conduct procurements in a fully professional, transparent and ethnical manner that provides open competition to the maximum extent practical in order to ensure advantageous prices and equal and fair access for eligible suppliers and contractors.

The Procurement Agent Manager will perform the following:

•    Manage, execute and administer tasks related to the procurement of goods, works, consulting and non-consulting services, including review of technical specifications, preparation of tender documents, bid evaluation report, contract negotiations and award, and overall contract management services.
•    Plan, schedule, and prioritize the procurement functions, including plans for the efficient procurement of goods, works and services
•    Ensure all procurements are conducted in compliance with the principles, rules and procedures set out in bidding documents, the MCC Program, Procurement Guidelines, Compact and any Supplemental Agreements
•    Prepare, implement and update the Procurement Operations Manual
•    Establish and implement a Contract Administration system
•    Assist in the preparation of procurement plans, procurement implementation plans and procurement performance reports
•    Provide training on bid evaluations, contract administration and procurement operations manual
•    Respond promptly and fairly to bid challenges about the procurement activity

Qualification Required & Experience

Cardno Emerging Markets USA (Cardno) is currently seeking an experienced Fiscal Agent Manager for an anticipated Millennium Challenge Corporation (MCC) funded Program in Ghana. The implementation period of the Program will be for five years.

The Fiscal Agent Manager will be responsible for the financial management of the Ghana Compact funds, and will train and support Millennium Development Authority (MiDA) with its fiscal accountability responsibilities including financial management and reporting. MiDA is an accountable entity responsible for the implementation of the Ghana Compact. The Fiscal Agent Manager will provide professional services for fiscal management and funds control such as budgeting, financial management, internal controls, accounting, cash disbursements, financial reporting and account reconciliation to ensure the proper, efficient, effective and transparent use of the funds to be provided under the Program. Specific responsibilities include:

•   Administer financial management of MCC Funding to implement the Program efficiently and effectively
•   Design and implement a single chart of accounts and financial reporting templates for the entire Program
•   Establish and implement internal control mechanisms which provide reasonable assurance of accomplishing objectives, in terms of reliability of financial reporting, compliance with laws and regulations, and effectiveness and efficiency of operations
•   Set-up automated budgeting, commitment and accounting system, and maintain and monitor these systems on daily basis
•   Assist MiDA in designing, implementing and updating a Fiscal Accountability Plan
•   Take all necessary actions to prepare or assist in putting together any documents, budgets, plans, reports, disbursement requests, or certifications as may be required by MiDA
•   Assist MiDA in developing Detailed Financial Plans for the Program on a rolling quarterly basis
•   Transfer knowledge and skills to MiDA on the financial and grants management systems and internal controls used by the Fiscal Agent office
•   Provide advice on the financial activities of the Program including reviewing contracts related to procurement of goods, infrastructure works and services
•   Protect the financial management activity from fraud, waste and abuse
•   Respond promptly and fairly to complaints about the timeliness of payments
•   Cooperate and collaborate with MiDA, MCC, Implementing Entities and the Procurement Agent, and provide inputs wherever required
•   Assume other operational, functional, and contractual obligations and responsibilities as is customary in performing the duties of a fiscal agent

Qualification Required & Experience        

•   Minimum 15 years of experience as a Finance Manager, Controller or Chief Accountant or in a similar senior position responsible for accounting, budgeting, financial management and reporting
•   Significant experience in setting up financial management operations
•   Extensive experience and proficiency in the use of automated commitment, budgeting and accounting software applications
•   Education or training in business, economics, finance, accounting, or related field
•   Accounting certifications like ACCA, CA or CPA or Masters in Finance
•   Advanced proficiency in Microsoft Office – Outlook, Excel, Word, Project and PowerPoint
•   Knowledge and experience of project based financial management, grants management, contract management and procurement procedures would be an advantage
•   Proven leadership qualities and experience
•   Excellent communication skills and ability to work with high level of government officials and business executives
•   Previous working experience with international donors or development agencies
•   Fluent in English – reading, writing and speaking
•   Experience working in similar countries, preferably West Africa
•   Experience with MCC, World Bank, USAID or other donor agencies desired
