CARE International Ghana Country Office is inviting applications from qualified persons to fill the positions of Team Leader- Inclusive Governance and Team Leader-Agriculture & Food Security in the Agriculture and Food Security Programme.

The Team Leaders will lead the governance and agric and livelihoods teams of the Agric and Food Security Programme (AFSP) implemented in the northern regions of Ghana. Responsibilities include the direct supervision of managers of initiatives that contribute to their respective domains and providing coaching and mentoring support to partners and stakeholders working in the two domains within the program area. The positions have significant involvement in networking and coalition building around issues identified as relevant to the program.

The Team Leaders will be responsible for overall leadership, management, implementation and development of the respective domains in accordance with the agreements, guidelines and policies provided by the donor agencies and CARE Ghana. They will be ultimately accountable for the quality and contribution of the domain to program impact through quality supervision, coaching and backstopping initiative managers who are responsible for the day-to-day implementation and delivery of expected outputs of the individual initiatives under the domain. It is the responsibility of the Team Leaders to ensure coordination and synergy between the various initiatives under the domain. They will be responsible for the maintenance of CARE collaborative engagement within the development community at the regional level

The Team Leaders will report to the Agriculture & Food Security Program Coordinator of CARE International in Ghana and will be based in the Tamale Sub-Office with significant travels both within and outside the program area.

CARE International in Ghana operates from a main office in Accra (with two project offices in Accra) and two sub-offices in Tamale and Kumasi with total staff strength of about 150.

TEAM LEADER-INCLUSIVE GOVERNANCE

Key Responsibilities
Implement, monitor and evaluate initiative activities in collaboration with partners and other stakeholders, so as to ensure the efficient and effective achievement of programme objectives.
Lead the development of governance and inclusion initiatives within the AFSP by, Identifying gaps, developing concept notes and contributing to proposals
Work with the Gender Advisor to mainstream gender in the design and implementation of interventions
Develop governance indicators and monitor and analyze relevant governance policies at the local level and support their effective implementation through Policy analysis, gaps, develop strategies/plans
Conduct capacity assessments and facilitate institutional capacity building for programme partners to enhance their motivation and efficient implementation.
Participate/contribute to establishment of coalitions (including adhoc ones), platforms for information sharing and shared learning (with partners, government agencies, research institutions). E.g. food security networks, regional level platforms
Manage, motivate and coach staff in the domain of change

Design and implement project approaches and methodologies aiming towards community empowerment and NGO capacity building
Ensure that individual projects of the domain are implemented in a coordinated manner that ensures synergy and coherence of the individual projects within the AFSP.
Lead in conducting action research and testing of innovative models in agric and livelihoods issues.
Build strong linkages, collaboration and networking between CARE, partners, civil society organizations and other relevant institutions for advocacy
Conduct capacity assessments and facilitate institutional capacity building for programme partners to enhance their motivation and efficient implementation.
Manage, motivate and coach staff in the domain of change
Ensure close coordination, cross-learning, and exchange of information between initiatives in the domain and other domains within the ANR Programme.

Required Skills or Experience

Master’s degree in a relevant discipline (rural/social development, governance, advocacy, planning)
Five years of relevant working experience, including a minimum of two years practical programme management experience, including financial management.
Experience of working with partners is key to this position
Strategic and conceptual thinking ability, decision making and political acumen
Facilitation skills, negotiation skills and networking skills including facilitating change, innovation and initiating action
Strong experience and knowledge of agriculture and food security sector and policies, strategic design, civil society organizations activities, networking, and rights based approaches to development
Commitment to and understanding of a process and livelihood approach to development
Strong problem solving, analytical, operational and coordinating abilities
Good spoken English and excellent English writing skills
Computer skills that must include Microsoft Office and Excel
Excellent professionalism, relationship building and communication skills
Ability to build commitment of others, developing teams and operational decision making
