The Ghana Country Coordinating Mechanism of the Global Fund (CCM) has received grants from the Global Fund since 2002 to fight HIV/AIDS, Tuberculosis and Malaria. The CCM is the national entity responsible for developing grant proposals and overseeing all grants funded by the Global Fund in Ghana.

The Global Fund Grant Agreements require Principal Recipients (PRs) of the fund to keep their CCM “continuously informed” about progress in implementation of programmes. Through its oversight activities, the CCM ensures that Global Fund programme activities in Ghana are implemented as planned by providing strategic direction to PRs; reviewing and advising on financial, management, and programmatic performance and following through on key recommendations

Job Description

The CCM is seeking a Programme Officer on a one-year renewable contract in its oversight of programmes implementation in Ghana. The Objective of the position is to ensure focused coordination of oversight of grants awarded Principal Recipients selected by the CCM. The person must have special knowledge of project management, data management, monitoring and evaluation, and the diseases in question. Experience with work-plan and budget development and communications strategy is desirable

The successful candidate shall under the direction of the Executive Secretary be responsible for timely preparation of quarterly oversight reports including the development of Dashboard file for each grant with comments and recommendations, each quarter; Approval of minutes and each Oversight Committee and Sub-Committee meeting and the description in the CCM’s meeting minutes of the presentation of dashboards to the CCM. The post holder shall also be responsible for the development and execution of communication strategy for the CCM. Details of his duties shall include but not limited to:

Gather information:

Work with each Principal Recipients (PR) to select Performance indicators for the oversight process (dashboard)
Oversee submission of the grant M&E plans and Performance Frameworks, and assist the PR, where necessary, to address any issues arising
Together with Oversight Committee review Performance Update and Disbursement Requests (PU/DRs), quarterly reports, and previous dash-boards
Consider other information such as key studies or reviews with findings relevant to the Global Fund grants, on-site data verification feedback from the Local fund Agent, etc
Analyse Information:
Identify good practices and lessons learnt and make recommendations on how these can be adopted by other implementers
Identify warning signs of poor performance
Identify issues, performing and bottlenecks to implementation
Classify issues and identify key actors
Take Action:
Assist the PRs to address gaps (for example, identify sources of technical support, or mobilise technical support)
Make recommendations to the CCM as to actions to solve problems
Request an extraordinary meeting if needed
Report on results
Monitor results of actions
Report on all findings to the full CCM, including requesting an extraordinary meeting if needed
Share any other information
Working Relationships:
The Programme officer shall work closely with oversight committees and sub-committees, Executive Committee, Programme Officers of principal Recipients, Agencies and Institutions represented on the CCM and the secretariat support staff and others as needed

Terms of Appointment: The term of appointment shall be one-year renewable based on satisfactory performance and funding from the Global Fund

Remuneration: Salaries attached to the position is competitive and based on experience and qualification

Required Skills or Experience

The post holder is expected to demonstrate the following core competencies:

Exceptional communication, writing and editing abilities
High degree of organisation and initiative
Ability to work in a fast paced, deadline environment and to juggle multiple tasks
Ability to interact and communicate with all levels of national government, NGO, private and development sectors
Superior presentation skills
Ability to work as a team player
Must be self disciplined and self motivated
Minimum of Bachelors degree required with Social Science and/or Public Health Orientation Highly desirable
Experience in communications highly desirable
Previous development experience and/or background with government or private sector desirable
Proficiency in email, internet and website essential
Experience in writing and editing proposals as part of a team essential
Experience in donor relations, strategy and proposal development
Minimum of 5 years of experience in the related field especially the health sector
