Ghana and the US Millennium Challenge Corporation (MCC) have entered into a Compact to help facilitate poverty reduction through economic growth in Ghana. The Millennium Development Authority (MiDA), the client, is the entity accountable for overall management of Compact implementation. MiDA is embarking on medium to long term solutions to challenges in Ghana’s power sector and to ensure a successful implementation of the Compact. MiDA intends to retain the services of a Program Management Consultant (PMC). The PMC is to represent MiDA and assume responsibility of the management of portions of the Compact related to works and services including design, and supervision associated with the Electric Company of Ghana (ECG). The PMC will also work closely with other consultants, to be engaged by MiDA, to perform project-related tasks on environmental and social performance, resettlement, social and gender inclusion and monitoring and evaluation.

If selected as the PMC, CDM Smith with its partners will provide the following during a five year engagement in Accra, Ghana:

• Management of portions of our clients Program related to works and services (from project oversight of services-related assignments, to design preparation and conducting studies, supervision of works, through commissioning and the defects liability period).

• Support our client in the related procurement processes, including preparation of bidding documents, preparation of responses to requests for clarification, contract negotiations, etc.

• Work closely with other third party consultants engaged by our client to ensure that all relevant components of the Program are delivered on schedule and budget.

CDM Smith is currently looking for

Job Title: Monitoring and Evaluation (M&E) Specialist

Job Responsibilities:

Manage reporting requirements of the projects as contained in an M&E Plan.

Data collection/analysis, and reporting on indicators as indicated in the M&E Plan.

Provide MiDA with data on performance of project indicators.

Work with MiDA to develop templates for collection of data on the performance of indicators.

Respond to information requests from MiDA relating to M&E of MiDA activities.

Report to request on the status of projects.

Monitor project components through site visits by meeting project staff and observing project activities to help ensure that they are implemented according to plan and requirements.

Participate in planning and execution of project reviews on progress towards milestones. Participate in data quality reviews.

Help ensure that staff are aware of all their reporting responsibilities to MiDA. Provide periodic reports on the status of projects to MiDA on project performance.

Help ensure that actions and steps are followed as planned to maintain conditions necessary to implement Compact evaluations.

Provide input and updates to MiDA and the Independent Evaluator on the status of project implementation and any changes in design or implementation that have implications for the Compact evaluations.

Collaborate with evaluations on the projects that make use of the data reported to MiDA.

Minimum Qualifications

  • Master’s degree (MA, MSc etc.) in Economics, Statistics, engineering or related field.
  • Minimum six (6) to 10 years’ project experience in performing monitoring and evaluation tasks in international organization.
  • Experience including but not limited to setting up and managing a monitoring and reporting system and undertaking all related activities such as data collection, data entry, data analysis, and reporting; participation in the monitoring of project components through site visits, and participation in the planning and execution of annual project reviews.
  • Experience monitoring and/or evaluating Energy Projects strongly preferred, including experience analyzing data quality and experience with indicators relating to energy sector performance.
  • Experience working on impact evaluations is a plus.
  • Experience working with GIS software, such as ArcGIS, is strongly preferred.
  • Fluent in English (written and oral).
  • Similar experience in a developing country within the last three (3) years.
