Ghana and the US Millennium Challenge Corporation (MCC) have entered into a Compact to help facilitate poverty reduction through economic growth in Ghana. The Millennium Development Authority (MiDA), the client, is the entity accountable for overall management of Compact implementation. MiDA is embarking on medium to long term solutions to challenges in Ghana’s power sector and to ensure a successful implementation of the Compact. MiDA intends to retain the services of a Program Management Consultant (PMC). The PMC is to represent MiDA and assume responsibility of the management of portions of the Compact related to works and services including design, and supervision associated with the Electric Company of Ghana (ECG). The PMC will also work closely with other consultants, to be engaged by MiDA, to perform project-related tasks on environmental and social performance, resettlement, social and gender inclusion and monitoring and evaluation.

If selected as the PMC, CDM Smith with its partners will provide the following during a five year engagement in Accra, Ghana:

• Management of portions of our clients Program related to works and services (from project oversight of services-related assignments, to design preparation and conducting studies, supervision of works, through commissioning and the defects liability period).

• Support our client in the related procurement processes, including preparation of bidding documents, preparation of responses to requests for clarification, contract negotiations, etc.

• Work closely with other third party consultants engaged by our client to ensure that all relevant components of the Program are delivered on schedule and budget.

CDM Smith is currently looking for a

Job Title: Health and Safety (H&S) Lead

Job Responsibilities:

In general, responsible for ensuring all contractual obligations that CDM Smith has associated with H&S are met and to help ensure that other consultants and contractors are adhering to the H&S regulations of the project and Compact.

During construction provide oversight of H&S risks and impacts. Collaborate with MiDA environmental/social consultants and environmental and social performance (ESP) implementation.

Review and help ensure that contractors establish their organization and tools such as procedures and work instructions to implement/oversee the application/verification of required H&S reports, including accident and incident reports.

Help ensure that works are built consistent with H&S specifications. This includes contractors’ construction contracts having relevant plans such as H&S Management Plans.

Oversee implementation of key H&S responsibilities, which include occupational H&S, public safety, and the spread of diseases in accordance with Ghanaian health codes and IFC Performance Standard 4 (Community H&S and security).

On-the-ground monitoring of each contractors’ H&S performance and communicate to MiDA’s Director of ESP such as incidents relating to H&S and produce reports required in respect of the same.

For contractors’ payment, provide MiDA’s ESP Director monthly certification of the Contractor’s compliance with their contractual H&S responsibilities.

Monitor documentation of H&S visits to construction project, letters, training activities or applicable and related documents.

Provide relevant information including H&S statistics for construction projects.

Minimum Qualifications

  • Minimum of a Bachelor’s degree (preferably a Master’s degree) in a related field plus appropriate occupational health and safety training and certification from a relevant recognized professional body.
  • Familiarity with good international industry practices in health and safety (such as the IFC Performance Standards).
  • Must be registered with a recognized professional institution in a relevant field such as Occupational Health & Safety, Risk Management.
  • Minimum of eight (8) years’ experience in supervising and monitoring health and safety requirements in infrastructure projects (up to three years of relevant postgraduate health and safety work can count toward this requirement).
  • Experience conducting health and safety site audits, reviewing health and safety documents including (but not limited to) health and safety plans, analyzing health and safety information (including accident reporting and root cause analyses), tracking and reporting health and safety issues to appropriate agencies, identifying and implementing appropriate corrective actions; and providing assistance in EHS training to Contractors.
  • Demonstrated ability to improve health and safety performance in collaboration with a diversity of stakeholders (including but not limited to works contractors and the public).
  • Fluent in English (written and oral).
  • Similar experience in a developing country within the last three (3) years.
