COTVET was set up by an Act of Parliament (ACT 718) to coordinate and oversee all aspects of technical and vocational education and training in the country. The specific functions of the Council include the formulation of national policies for skills development across the broad spectrum of pre-tertiary and tertiary education, formal, informal and non-formal. COTVET invites applications from suitably qualified Ghanaians who are goal oriented, result driven with good leadership qualities and enthusiasm, for appointment into the following positions:

1. DIRECTOR, COMPETENCY BASED TRAINING (1Person)

Purpose of the Job

To implement Competency Based-Training (CBT) through facilitating the development of industry driven occupational standards, curricula and learning materials; monitor implementation of CBT delivery through proactive promotion, development and dissemination of information which will encourage the adoption of best practices in TVET.

Key Responsibilities

  1. 1. Determine and develop parameters for establishment of occupational standards and curricula to ensure the adoption of best practices and quality training standards
  2. 2. Develop and recommend policies, strategies and procedures to maximise consultation in the development of occupational standards within the industry and TVET institutions.
  3. 3. Develop and manage the implementation of processes and procedures for the establishment of occupational standards through established Industrial Training Advisory Committee (ITAC) and its subcommittees as well as other consultative mechanisms and structures to ensure their adaptation by industries and TVET Institutions.
  4. 4. Recommend definitions of levels within the National TVET Qualification Framework (NTVETQF) and provide guidance on the determination and placement of awards within the framework for adoption by NTVETQC and the Board.
  5. 5. Develop guidelines and templates for the design and coordinate the development of curricula which will ensure the relevance of training programs and thus meet the requirement of the trade standards and also facilitate the delivery of quality best practices.
  6. 6. Monitor and evaluate the implementation of programs and projects.

Qualification and Experience

  1. a. Applicants must have minimum of Master’s Degree in Education with a Post Graduate Degree in Curriculum Development in the area of Technical and Vocational Education and Training.
  2. b. Applicant must have ten (10) years’ post qualification experience in the development of curricula and the setting of standards preferably in the TVET sector as well as the development of TVET Policies and Strategies.

2. ASSESSMENT & CERTIFICATION OFFICERS (2 people)

Job Purpose

To assist in coordinating and organising the development of objective assessment and certification tools; coordination of certification process in TVET which ensures the objectivity and integrity of the assessment and certification system.

Responsibilities

  1. 1. Assist in interpreting guidelines and criteria for accrediting organisations and individuals to carry out assessment of the outcomes of TVET.
  2. 2. Assist in conducting due diligence at centres and institutions for assessment.
  3. 3. Assist in supervising accredited TVET institutions and organisations to ensure adherence to assessment standards.
  4. 4. Assist in documenting all forms of assessment as carried out by training providers and organisations.
  5. 5. Compile assessment results from various TVET providers for submission to COTVET management.
  6. 6. Performs any other duties assigned by supervisor

Qualification and Experience

  1. a. Minimum of First Degree in Education with post graduate training in Educational Tests and Measurements.
  2. b. At least five years’ experience in the assessment of TVET curricula in an institution or industry environment.

3. REGISTRATION AND ACCREDITATION OFFICER (1 Person)

Job Purpose:

Assists in the registration and accreditation of institutions, trainers and assessors and makes recommendations for the registration and accreditation of institutions and programmes in accordance with established criteria.

Responsibilities

  1. 1. Check applications for registration and accreditation using appropriate check list and makes recommendations for consideration.
  2. 2. Recommend de-registration or withdrawal of accreditation in the event of non-compliance.
  3. 3. Assist in maintaining and updating an accurate database of registered and accredited institutions, trainers and programmes.
  4. 4. Work closely with TVET providers and interpret criteria for registration and accreditation
  5. 5. Assist in performing due diligence in TVET institutions and providers prior to, and following registration and accreditation.
  6. 6. Initiate, organises and coordinates workshops, seminars, etc. for TVET providers and other interested stake-holders on registration and accreditation issues
  7. 7. Liaise closely with the Quality Assurance Department to ensure that quality assurance policies, processes and procedures are fully integrated into the registration and accreditation process.
  8. 8. Perform any other duties assigned by the supervisor

Education and Experience

  1. a. A First Degree in Education – preferably in TVET
  2. b. At least five years’ experience in the inspection, registration and accreditation of educational institutions and service providers in the TVET sector.

4. QUALITY ASSURANCE OFFICER (1 Person)

Job Purpose

To assist in the development of processes and procedures for the delivery of TVET to ensure quality and achievement of standards; evaluating the effectiveness of training at institutional and industry level and making recommendations to enhance efficient delivery of quality training.

Responsibilities

  1. 1. Assist in monitoring compliance with COTVET’s quality requirements, rules and procedures through visits to TVET providers
  2. 2. Assist in the documentation of quality assurance standards and criteria.
  3. 3. Assist in establishing and monitoring achievement of service delivery standards for COTVET and investigate instances of non-compliance with service standards.
  4. 4. Provides secretarial and technical services to the Training Quality Assurance Committee
  5. 5. Performs any other duties assigned by supervisor.

Education and Experience

  1. a. A first degree in Education or related area
  2. b. At least five years’ post qualification experience in the development of quality assurance procedures for standards, curricula, assessment and institutions preferably in the TVET sector.

5. MANAGER, INFORMATION TECHNOLOGY (1 Person)

Job Purpose

To plan, organize and coordinate the provision of information technology services and equipment to enhance COTVET’s communications, information storage, handling and retrieval requirements, data processing and the development of information data bases and other IT requirements in the most cost effective manner optimising the utilisation of information technology and maximising availability of networked IT facilities; to establish, develop and manage COTVET’s Web Site to promote interest in COTVET’s activities and objectives.

Responsibilities

  1. 1. Consult with respective departments and recommend strategies and priorities to enhance COTVET’s communications and information management capabilities.
  2. 2. Develop appropriate network and data base systems’ requirements and design to meet organisation’s communications and data base development needs and design, install and maintain systems and programmes.
  3. 3. Evaluate and recommend the adoption of IT platforms and software to meet COTVET’s IT and data processing needs.
  4. 4. Develop and ensure the implementation of processes and procedures to manage data base and communication systems.
  5. 5. Monitor systems utilisation and recommend the expansion and up-dating of installations and software.
  6. 6. Develop and ensure operations of adequate data recovery systems and procedures.
  7. 7. Manage the preparation of standard reports and queries to meet user requirements
  8. 8. Establish provisions for training and support to all users on software applications and use of the network.
  9. 9. Liaise with COTVET web designers and relevant departments to ensure periodic update of COTVET web-site.
  10. 10. Performs any other duties assigned by supervisor

Qualifications and Experience

  1. a. Masters’ Degree in IT or equivalent
  2. b. Six years post qualification experience in the management of a networked database with hardware and software capabilities; knowledge of Oracle, Windows NT and similar high level platforms, and experience in website development and design is essential

6. INFORMAL TVET SECTOR OFFICER (1 PERSON)

Job Purpose

Advertisement

To assist in implementing policies aimed at advancement of TVET in the informal sector to improve the skills of the workforce and provide technical support to improve organisation and operation of the informal apprenticeship system.

Responsibilities

  1. 1. Assist in the implementation of quality assurance policies and strategies for the Informal Sector.
  2. 2. Assist in developing operational mechanisms for establishing transferability between the formal and the informal TVET systems.
  3. 3. Provide technical support for the organisation and operation of the informal apprenticeship system.
  4. 4. Assist in developing occupational standards and modules for use by the master craftsmen.
  5. 5. Assist in conducting workshops for the master craftsmen on competency based training delivery methods.
  6. 6. Mobilise the various artisans in the various industry sectors of the informal sector to form trade associations.
  7. 7. Perform any other duties assigned by Supervisor

Education and Experience

  1. a. A minimum of first degree in Education or relevant field from an accredited tertiary institution. A Master’s Degree will be an advantage.
  2. b. A minimum of three years relevant work experience in implementing informal sector training and administration of trade tests and formal apprenticeships programmes.

7. COORDINATOR, TVET FOR PERSONS WITH DISABILITY (1 PERSON)

Job Purpose

To plan, organise, coordinate and monitor participation of persons with disability (PWDs) in TVET, implement policies aimed at promoting increased entry of PWDs in appropriate TVET programmes, monitor compliance of TVET institutions with laws regarding PWDs to remove barriers to PWDs’ participation in TVET and to report on the state of PWDs’ participation in TVET.

Duties and Responsibilities

  1. 1. Collaborates with the National Council for Persons with Disability and other related bodies to initiate development of COTVET’s short, medium and long term strategic plans for participation of PWDs in TVET.
  2. 2. Reviews TVET policies and practices that create barriers for PWDs’ participation in TVET and recommend policy initiatives and changes to remove identified barriers.
  3. 3. Monitors statistical reports and identifies trends for PWDs participation in TVET and make recommendation for pro-active interventions where appropriate.
  4. 4. Establishes networks with TVET institutions to promote increased entry of PWDs into appropriate TVET programmes.
  5. 5. Liaise with the National Council for Persons with Disability and other related bodies to promote employment of more PWDs.
  6. 6. Promote the integration of PWDs into the labour market for self-employment.
  7. 7. Performs any other duties assigned by Supervisor.

Qualification and Experience

  1. a. A minimum of first degree from an accredited tertiary institution in the Social Sciences, Education or relevant field. A Master’s degree will be an advantage
  2. b. A minimum of five (5) years relevant work experience in implementing TVET for PWD programmes and performing advocacy functions

8. ACCOUNTS ASSISTANT (1 person)

Job Purpose:

To accurately process, enter and reconcile accounting documents and information and maintain accounts in accordance with laid down accounting procedures, standards and accounting schedules to ensure an accurate and timely record of financial transactions to facilitate the timely preparation of financial statements and reports.

Responsibilities

  1. 1. Receive process and enter accounting documentation according to laid down procedures, ensuring accuracy; identify anomalies and take appropriate action, including seeking advice to resolve queries.
  2. 2. Check to ensure that accounting entries have the necessary supporting documentation, and that all transactions (e.g. vouchers, purchase orders, statements, etc.) are properly authorised in accordance with procedures and levels of COTVET.
  3. 3. Prepare journal entries for authorisation and processes entries in accordance with laid down procedures and allocations.
  4. 4. Maintain files, registers, records, vouchers, etc., ensuring that they are properly indexed, cross referenced.
  5. 5. Check, reconcile and match documentation for the payment of creditors.
  6. 6. Prepare payment vouchers and other documentation for authorisation.
  7. 7. Prepare cheques for authorisation and payments.
  8. 8. Ensure that all accounting vouchers are entered in accordance with prescribed procedures.
  9. 9. Take appropriate action to recover accounts receivable as assigned by supervisor.
  10. 10. Receive monies and issue receipts in accordance with procedures; prepare receipts for banking and ensures that receipts are credited to appropriate accounts.
  11. 11. Any other duties assigned by supervisor

Qualifications and Experience

  1. a. A minimum of High National Diploma in Accounting
  2. b. At least two years’ post qualification experience. Knowledge of accounting software applications would be an added advantage

9. PROCUREMENT OFFICER (1 PERSON)

Job Purpose

To provide operational support for the achievement of the objectives of the procurement unit and the Council.

Responsibilities

  1. 1. Collates data for the preparation of procurement plan
  2. 2. Initiate procurement process in line with procurement plan and budget
  3. 3. Supervises the collection of data for procurement management
  4. 4. Draft notice and other related tender document in line with procurement plan and budget
  5. 5. Supervise the conduct of market surveys
  6. 6. Draft contract notices to successful and unsuccessful tenders
  7. 7. Coordinate contract management process
  8. 8. Manages database on service providers for procurement management.
  9. 9. Performs any other duties assigned by supervisor

Qualification and Experience

  1. a. A minimum of first degree in Procurement or relevant field. A Masters’ Degree will be an advantage.
  2. b. A minimum of 5 years post qualification relevant work experience.

Competencies

  1. a. Knowledge in Public Procurement Act 2003, FAA & IAA

10. ASSISTANT INTERNAL AUDITOR (1 PERSON)

Job Purpose

To provide support in the administration of the Unit as well as the conduct of all Internal Audits within the Council.

Responsibilities

  1. 1. Perform audit assignment and ensure that audit reports are supported by adequate audit evidence.
  2. 2. Support Supervisor in carrying out activities.
  3. 3. Suggest improvement in policies, procedures and manuals of the Council to assist in achieving its objectives.
  4. 4. Assist the Unit in the assessment of risk management, control and governance processes.
  5. 5. Records discussion of audit findings with Auditees and incorporate their responses in the draft audit report
  6. 6. Report on audit assignments undertaken.
  7. 7. Perform any other duties assigned by supervisor.

Qualification and Experience

  1. a. Applicant must have a first degree in Auditing, Finance, Accounting or related fields.
  2. b. A minimum of three years post qualification relevant work experience in similar position.
