The Council for Technical and Vocational Education and Training (COTVET) was set up by an Act of Parliament (ACT 718) to formulate national policies on skills development across pre-tertiary and tertiary education in both the formal and non formal sectors of the economy, COTVET is also to co-ordinate and harmonize the activities of private and public providers of Technical and Vocational Education and Training (TVET) including apprenticeship.
Job Description
The Government of the Republic of Ghana has received a grant from the Danish International Development Agency (DANIDA) under the Support to Private Sector Development Programme and intends to apply part of the proceeds of this grant to eligible payments under the contract for consultancy services for the recruitment of an individual consultant to review the 2004 Technical and Vocational Education and Training (TVET) Policy.
Objective of the Assignment:
The main objective of the consultancy is to review the 2004 TVET Policy Document of the Republic of Ghana to adequately guide the TVET system in Ghana to be:
Demand driven
Competency based training (CBT) oriented
An avenue for poverty reduction and job creation, and
Finally meet international standards as it relates to Ghana
Tasks to be Performed:
The Eight Thematic Areas in the UNESCO document on the guidelines for TVET Policy review should be used as a guide to the review. However the issues raised under the thematic areas should carefully be scrutinized to see whether they are applicable to the Ghanaian context
The review should be grounded on the 2004 TVET Policy of the republic of Ghana
Prepare a draft TVET document using the UNESCO TVET Policy review guidelines
The Vision, Mission and Values of TVET in Ghana should be captured as part of National Context of TVET
TVET issues related to Oil and Gas should be captured
Gender and Disability concerns should be addressed
To ensure that there is consistency in the definition of terms in the review; definitions accepted by TVET stakeholders in Ghana outlined in “the Harmonized CBT document” should be considered instead of those in the UNESCO guidelines
The number of pages for the document should not be predetermined as is done in the UNESCO guidelines
Lead and facilitate one consultative workshop to finalize the draft TVET document
Duration of the Assignment:
The Consultant/s shall be engaged for Thirty-Three (33) days
Reporting: The Consultant will report directly to the Executive Director of COTVET
Required Skills or Experience
A minimum of a Masters Degree in Economics, Engineering, Development Economics, Statistics or other relevant area of specialization
Be an Expert in TVET
A minimum of ten (10) years management experience preferably in a TVET environment
Proven managerial ability, leadership and strategic expertise
Attention to detail and ability to take initiative
Excellent written and verbal communication skills
