1. Principal Public Relation Officer

Duties and Responsibilities:

  • Reports directly to Director, Finance and Administration
  • Develops and implements public relations strategies;
  • Effectively communicate between the Commission, its stakeholders and the general public;
  • Organises all meetings with its stakeholders and general public;
  • Liaises with communication consultants to create sufficient public awareness;
  • Organises all travels involving the Board, Management and Staff;
  • Collating and analysing media coverage;
  • Organises events including meetings with Stakeholders and the media;
  • Prepares monthly quarterly and annual reports;

 

Required Skills or Experience

  • Bachelors Degree in Communications, Journalism, and Public Relations;
  • Must have at least five (5) years of Post qualification experience in a similar position

Competencies and Skills:

  • Good verbal and written communication skills
  • Ability to relay the views and opinions of the Commission in clear terms to its Stakeholders;
  • Analytical and good knowledge of Salary Administration;
  • Pro-active in managing crisis;
  • Basic editing skills;
  • Have good human relations;
2. Deputy Director (Pay Policy Analysis and Research)

Duties and Responsibilities:

  • Reports directly to Director, Pay Policy Analysis and Research;
  • Conducts surveys on compensation and benefits;
  • Undertakes research on salaries, benefits and allowances:
  • Undertakes research, compile data and disseminate same for effective management decision making;
  • Develops the framework for the collection of appropriate job related information for creation of database;
  • Prepares’ quarterly and annual reports of the Directorate
  • Performs other cognate duties

 

Required Skills or Experience

  • A Second degree from a recognised University in Finance, Economics or Social Sciences. A postgraduate qualification in Operations Research or Actuarial Science, or  Human Resource Management would be an added advantage. Must have not less than ten (10) years post qualification experience, three (3) years of senior management position

Competencies and Skills:
Must possess demonstrable expertise in the following areas:

  • Research Methodology;
  • Labour Laws;
  • Statistical and Modelling Techniques;
  • Pay Policy Analysis;
  • Leadership and Administrative Skills;
  • Strong Analytical and Quantitative skills;
  • Excellent report writing and Communication skills;
  • Computer and desktop publishing skills
3. Deputy Director (Finance and Adminstration)

Duties and Responsibilities:

  • Reports directly to Director Finance and Administration;
  • Financial Management of the Commission, Supervise, co-ordinate policies and strategies for mobilisation of financial resources for the operations of the Commission
  • Prepares annual budgets and coordinate its implementation
  • Control and supervise staff to ensure compliance with policies and guidelines on administration and personnel
  • Prepare job description and conduct staff appraisal etc
  • Develop, implement and manage information system and
  • Ensure efficient records management system
  • Prepare quarterly and annual reports of the Directorate

 

Required Skills or Experience

  • A Second degree from a recognised University in Accounting, Finance, Administration, HRM or Social Sciences. A recognised membership of professional body is an added advantage. Must have not less than eight (8) years post qualification relevant experience, three (3) years of which should be in Senior Management position

Competencies and Skills:
Must possess demonstrable expertise in the following areas:

Advertisement
  • Human resource management;
  • Industrial relations practice. and
  • Financial administration;
  • Administrative and Interpersonal Skills
  • Good communication;
  • Computer literacy;
  • Strong analytical and quantitative skills;
  • Good leadership skills; and
  • Negotiation skills
4. Deputy Director (Salary, Grading, Re-Grading and Job Evaluation)

Duties and Responsibilities:

  • Reports directly to Director, Salary Grading, Regarding and Job Evaluation
  • Undertakes salary administration, grading, and job analysis and evaluation exercises
  • Advices and develops a mechanism within the Public Service Salary System to attract and retain critical skills
  • Develops and monitor allowances, and benefits of Public Servants
  • Develops and ensures consistent review of standard job evaluation methodology
  • Advices on the implementation of grading and classification structures
  • Prepare quarterly and annual reports of the Directorate

 

Required Skills or Experience

  • A Second degree from a recognised University in Economics, Human Resource Management, Administration or Social Sciences. A Post Graduate qualification in Labour Economics shall be an added advantage. Must have not less than ten (10) years post qualification relevant experience, three (3) years of which should have been in a comparable job situation

Competencies and Skills:
Must possess demonstrable expertise in the following areas:

  • Job Evaluation
  • Salary administration and job grading and re-grading;
  • Financial numeracy, logic, modeling and problem solving; and
  • Use of spreadsheets and databases
  • Group facilitation skills;
  • Leadership and Administrative Skills;
  • Good communication and interpersonal skills;
  • Strong analytical and quantitative skills
5: Deputy Director (Performance Management, Monitoring and Evaluation)

Duties and Responsibilities:

  • Reports directly to Director, Performance Management Monitoring and Evaluation;
  • Develops the framework for performance management system for institutions;
  • Monitors and Evaluates performance Management implementation of Public Service institutions;
  • Advices on Performance Management Indicators;
  • Prepares quarterly and annual reports of the Directorate
  • Performs other cognate duties

 

Required Skills or Experience

  • A Second degree from a recognised University in Human Resource Management, Administration or Social Science.
  • A minimum of ten (10) years post qualification relevant work experience, three (3) years of which should have been in a Senior Management position:
  • Membership of a recognised Professional Body will be an added advantage

Competencies and Skills:
Must possess demonstrable expertise in the following areas:

  • Performance Management;
  • Design and implement Monitoring and Evaluation system;
  • Leadership, Administrative and Supervisory skills;
  • Computer Literacy;
  • Strong Analytical and quantitative skills;
  • Good leadership skills; and
  • Negotiation skills
