Duties and Responsibilities:
Under the overall supervision of the Snr. Administration Officer, RAFX and the direct supervision of the Programme Planning & Budget Officer, the incumbent will:

Assemble selected information, make calculations, fill in summary forms and tables for preparation of the biennial Programme of Work and Budget and of field project budgets
Verify that the old projects’ allotments are in accordance with the approved programme
Review requests for conformance with programme schedules, administrative rules and funds and initiate appropriate action, including preparation of committing documents; ensure that they are accurate, complete, accompanied by related clearances and supporting documentation are in conformity with rules and procedures and in accordance with approved allocations
Submit documents for approval, inform supervisors promptly of any reasons preventing successful document initiation, such as lack of available funds, etc, and assist in research to identify reason or remedy, as appropriate
Assist in preparing budget statements and the “Periodic Budgetary Reports”
Maintain up-to-date records of commitments and of budgetary and financial records for field projects assigned
Take the necessary action to initiate, modify, cancel and print the FINSYS document referred to above
Examine Payment Vouchers and authorizations in respect of disbursements, as required
Record adjustments on the related obligation documents
Participate in the certification and pre-certification of obligations as and when required
Participate in the review of transaction listings for correctness of entries and validity of outstanding obligations; set-up commitments to cover outstanding obligations at year-end or as required
Assist other Budget Holders in the region, conduct financial analysis of project
Assist in the preparation of budget revisions
Draft routine correspondence and reports with regard to the above
Perform other related duties as required

Required Skills or Experience

Secondary school education, including or supplement by training in accounting
Three years of progressively responsible experience in administrative/accounting work of which one year at a level equivalent to G-3
Working knowledge (level C) of English or French
Good judgement, initiative and analytical ability
Ability to work accurately, quickly and under pressure
Ability to type at 35wpm in English or French
Ability to use PCs and word processors and software for reports and accounting
Courtesy, tact, ability to establish and maintain effective working relationships with people of different national and cultural backgrounds
