The German Development Co-operation/GIZ, a bilateral organisation in Ghana is seeking a performance oriented individual to fill the above mentioned position in its Good Financial Governance Programme. The position is located in Accra.
Vacancy for Special Advisor, Debt Management
The incumbent is responsible for:
- Leading an institutional transformation of the Debt Management Division (DMD) of the Ministry of Finance and Economic Planning (MoFEP)
- Assisting the DMD to put into place a clear medium term debt strategy with performance indicators and strict monitoring and control;
- Supports the DMD to improve information management and monitoring systems
Within this context, she/he fulfills the following tasks:
Professional Advising and Consulting:
- Supports the full institutionalisation of the front, middle and back offices for DMD. A critical component of this institutionalisation will be the creation of a well functioning Investor Relations Unit to interface with domestic and foreign investors and rating agencies. The Debt Advisor will be required to recommend a structuring plan to the Ministry within implementation milestones
- Provides strategic options, comprehensive policy advice, briefing papers, recommendations and perspectives to the senior management on public debt issues
- Any other duties related to debt management that senior management may direct
- Participates in identifying needs for external support and advice,
- Assists in defining terms of reference, selection, and supervision of contracted third parties in carrying out project/programme’s activities, including performance evaluation
- Supervises development and implementation of programmes plans and activities in close co-ordination with counter partners
- Conceptualises, prepares and implements workshops, seminars, and other events on subjects that are related to the programme’s field of activities
- Monitors project progress, reviews reports and documents concerning the progress of collaborative programmes, determines bottlenecks and recommends alternative courses of management action to the Programme Manager
Networking and Cooperation:
- Links up with the network of macro-economics and PFM advisors of GIZ and with the Africa-wide Good Financial Governance Networks or other PFM-institutions of African countries
Knowledge of Management:
- Design and implement a system that provides reliable and timely information on public debt policies and data to a variety of users and to the public in general on a periodic basis;
- Design and implement a system for monitoring sub national debt, including the loans borrowed and bonds issued by local governments, as well as the loans and bonds borrowed or issued by agencies of government
- Design a system for monitoring guarantees extended to public or private entities
- Prepares reports and presentation materials
- Prepares appropriate input to the various project/program reports/publications including annual reports; contributes to other reports required by the Program Manager
Management and Co-ordination Tasks:
- Supports general project planning/develops project designs, including preparation, organization and moderation of planning exercises, implementation, management, monitoring, quality management, evaluation, communication, and documentation
- Prepares the budget for key events and related financial documentation
- Compiles relevant information for collaborative activities and missions
Required Skills or Experience
Formal Education:
- Academic qualifications that include a postgraduate University Degree in Finance and/or economics and/or a professional accounting certification
Professional Experience:
- At least 10 years of experience in debt management obtained in the public sector
- Several years of management experience, including a demonstrated ability to lead and manage a team of professionals to achieve results
Further Knowledge:
- Excellent oral and written communication skills (English)
- Excellent command of MS-Office
- Good working knowledge of modern telecommunication systems
