Under the supervision of the Deputy Director-General (Technical) the incumbent will ensure that all the various functions/tasks performed by the Sectional Heads under him are complied with in accordance with regulations and technical requirements to safeguard flight safety:

Airworthiness
Operations
Aerodrome Safety and Standards (ASAS)
Personnel Licensing
Air Traffic Services (ATS) Inspectorate
AVSEC Inspectorate
The incumbent will perform the following functions:
Ensure effective implementation of ICAO standards and recommended practices through various Sectional Heads
Prepares and manages the departmental budget
Ensures that the departmental objectives are achieved through effective management
Ensures that Department keeps abreast with best industry practices by attending safety-related conferences, meetings, seminars, symposiums and workshops
Conducts safety-related inspections of operators
Exercises the overall control of all Safety activities and continuing surveillance
Prepares a surveillance plan for the Director-General’s approval, approves flight inspections and assigns inspectors to operators
Ensures continuing surveillance on all AOC holders
Assigns Inspectors to observe and evaluate the performance of the approved operator check airmen periodically either during a proficiency check on aircraft or approved full flight simulator (once in every twenty four (24) month period
Improves the inspection standards of the inspectors by periodically arranging available special courses (ETOPS, CRM or Recurrent Training Programmes)
Conducts inspectors’ meetings to exchange ideas for improvement of flight inspection
Takes appropriate corrective actions for reported deficiencies and establishing a system of follow up
Provides technical support to other GCAA departments
Serves as the National Co-ordinator for Aviation Safety and Security
Performs any other tasks as may be assigned by the Director-General or the Deputy Director-General (Technical)

Required Skills or Experience

The applicant must:

Possess a minimum of Bachelor’s Degree from a recognised University in a technical field relevant to Aviation or relevant professional qualification and experience in Aviation
Possess Aircraft maintenance Engineer’s Licesnse, ATPL or Flight Operations/Dispatcher’s license
Possess at least a Certificate in a CAA approved Airworthiness Inspector Course
Have undertaken certificate course or Type Rating course in at least one commercial transport aircraft (with jet engine)
Have undertaken ICAO endorsed AMO/AOC certification course
Have undertaken relevant technical courses required for the position
The applicant must:
Have at least eight (8) years post-qualification experience in Aircraft Maintenance duties with a reputable airline or maintenance organisation Or
Have at least eight (8) years post-qualification experience as a Commercial Passenger Aircraft Captain with a reputable airline Or
Have at least ten (10) years post-qualification experience as a Flight Operations/Dispatcher with a reputable airline
The incumbent must:
Have the ability to independently carry out inspections on aircraft and its documentation in order to determine its airworthiness or otherwise
Have the ability to prepare detailed reports on inspections and surveillance/auditing activities
Be conversant with relevant ICAO documents and annexes, interpret, explain and apply same
Have experience in the procedure for granting Air Operator Cerificates (AOCs) and the subsequent regular surveillance of operations
Be familiar with International Regulations relating to continuing airworthiness
Be experienced in and familiar with personnel licensing matters
Have experience in Universal Safety Oversight Audit Programme (USOAP)
Age Preference: Applicant must not be below 45 years by next birthday
