The Ghana Health Service is an autonomous Agency of the Ministry of Health responsible for providing and prudently managing comprehensive and accessible health service at Regional, District and Sub-district levels in accordance with approved national policies. To achieve this, the GHS must attract and appoint suitably qualified personnel to carry out its mandate at various operational levels.

Job Description

Develop long, medium and short and annual procurement plans consistent with the national GHS strategic plans of action. The post holder will serve as the liaison officer with both government and International procurement agencies for the purposes of procuring drugs, equipment and other medical consumables for the Ghana Health Service consistent with National International procuremen laws

Ensure that the correct items are purchased at the right time in the optimal quantities and at minimum costs
Ensure up-to-date information on sources of procurement items for efficient and economical purchases
Ensurean increasing participation, especially the small scale enterprises in the division’s procurement activities, regularly monitor and evaluate their performance with a view to setting targets for and achieving savings in the procurement work in the Ghana health service
Ensure that preliminary forecasts of drugs, equipment and other supplies required in the GHS re regularly undertaken
Develop policies, systems and procedures required for procurement activities
Contribute to development of a national vocabularly of procurement and supplies items, standardization of items and procedures, policy developent
Ensure that items purchased have been properly specified, prices compared, and properly indented and that the process for tendering is well managed
Ensure that all procurement personnel in the GHS update their knowledge on new health products and techniques in procurement and thereby constantly improve their work performance
Prepare and submit the departments, plans and budget. Contribute to the implementation and evaluation of national health policies within the GHS
Regularly monitor and evaluate the performance of supplies
Condition: Applicants outside must be able to serve a full term of 4 years effective 1st July 2011 before attaining the compulsory retiring age of 60 years

Compensation: The Ghana Health Service compensation package is competitive in the Public Sector
Required Skills or Experience

Membership of a recognised professional institution i.e. CIPS or CILT with a minimum of 7 years post qualification working experience in Supply Chain Management in a reputable organisation with 3 years in a senior managment position. A relevant PhD is desirable
Applicants must in addition to specific qualification as indicated have postgraduate qualification relevant to the position and considerable strategic, interpersonal and analytical skills with a deep understanding and appreciation of the strategic and operational challenges in the Health Sector.
Provide evidence of leadership and continuous professional development or valid registration from the professional institution if applicant’s profession is regulated by law
The ideal candidate must be performance driven and keen to achieve results
