The Ghana Institute of Management and Public Administration (GIMPA), a cooperate body with academic, financial and administrative autonomy, was established in 1961. Currently GIMPA is the leading management development institution in Ghana serving as a world class Centre of Excellence for training in Leadership, Business Management and Public Administration. It also provides a forum for discussion and resolution of important contemporary national and international issues.

The Institute, located some thirteen kilometres north of the city of Accra, is housed on a 150 acres high ground at Greenhill, off the Achimota – Legon road and within a stone’s throw of the University of Ghana, Legon.  Greenhill, with its white buildings and surrounded by green vegetation and the Achimota Forest Reserve, is a spot of striking and restful scenic beauty.  On clear days it commands in one long panoramic sweep, a view embracing the University of Ghana with the undulating Accra Plains in the background, the Kotoka International Airport, the plush Westlands Residential area and the hills of the Akwapim Range.

Job description:

Job Title: Extractive Industry – Regional Knowledge Manager
Duration: 3 years (initial) with the possibility of a 2 year extension
Location: GIMPA Greenhill, Achimota, Accra
Salary: Very Attractive

Management:

  • Manage the day-to-day affairs of the Hub, its programmes in consultation with the Hub coordinator and the Hubs steering committee
  • The incumbent will be responsible for proposal development and resource mobilization for sustainability of the Hub programmes
  • Working with the Steering Committee to establish and agree on annual work plans to implement strategic objectives agreed in 3 year plan, and regularly report on progress to the Steering Committee, seeking support and guidance where necessary
  • Develop a database of regional experts that can provide consultancies and technical assistance to target groups
  • Monitoring and Evaluation of each activity and organizing periodic program evaluations as may be determined
  • Supervise and support the work of the Administrative Staff

Coordination:

  • Coordinate meetings, training and other capacity building events for the Hub’s target groups
  • Establish appropriate mechanisms to ensure regular consultation with Parliament, Civil Society, medial and local government authorities, providing appropriate opportunities for learning
  • Liaise with, advise and participate where appropriate in target groups’ activities
  • Ensure that all alumni of EIKH capacity building mechanisms receive mentorship and support for regional experts
  • Run Training of Trainers workshops in EI related subjects to grow the number of qualified trainers who can in turn undertake training in the sub-hubs
  • Plan and organize regional annual training courses on EI related subjects and develop on EI expert resource (drop-in) center for the use of target groups

  • Maintain an up-to-date analysis of extractive industry governance and its relevance for policy makers and civil society as well as partner-country governments and parliaments

Required Skills/ Job experience:

  • The ideal person must possess strong working knowledge of the extractive sector ideally with a suitable background in advocacy in the extractive industry
  • 5-10 years of progressively more responsible positions in project management, preferably working with civil society, legislators, media or public sector
  • Experience of planning, managing and implementing advocacy and or capacity building projects
  • Demonstrate track record of achieving results in policy development, authoring advocacy
  • Briefs and reports and building successful relations with decision-makers
  • Commitment to uphold the aim and mission for setting up the EI Knowledge Hub
  • Knowledge in various capacity building and training methods
  • Ability to develop and lead a sustainability plan

Desired:

  • Strong effective communicator including in writing strong project reports, making presentations and in interpersonal communication
  • High degree of personal and professional integrity is preferable
  • Able to direct the efforts of a team of diverse backgrounds, and ability to work with people from different organisations across Anglophone Africa
  • Experience of facilitation, training, mentoring and understanding of adult learning principles and methods preferred but not essential
  • You should be a motivated self-starter with keen attention to detail and must be IT literate

Education:

  • At least a post-graduate degree in related field (Extractive Industry or Governance related area, Petroleum/Mining related degree, Development Studies, Social Sciences)
