Ghana Integrity Initiative (GII) is the Local Chapter of Transparency International (TI). GII was launched in December 1999, as a non-partisan, non-profit civil empowerment organisation focused on the delivery of essential themes necessary for the creation of a National Integrity System. GII focuses solely on the fight against corruption. In pursuit of its vision of a corrupt free Ghana, it has already established itself as the leading non-governmental organisation (NGO) combating corruption. In this direction, GII has led numerous initiatives aimed at promoting democracy, transparency, accountability and good governance as well as anti-corruption focusing on awareness raising, advocacy for policy change and research.

Job Description

Job Title: Documentary Development Specialist

Terms of Reference for the Engagement of Documentary Development Specialist
Transparency and Accountability for High Quality Education in West Africa Project

Background

•   In its bid to promote transparency and accountability in education, GII, has collaborated with the Transparency International Secretariat (TI) to implement the Transparency and Accountability for High Quality Education in West Africa Project in Ghana. This project seeks to build transparency and accountability into the education systems of three West African countries – Cote d’Ivoire, Ghana and Niger. The project will focus mainly on the identification of corruptions risk areas, challenges and the application of effective measures to counter such risks and challenges.

•   Under the project, several interventions have been lined up to contribute to improving the totality of the education sector, particularly at the basic level. The activities were preceded by the development of a stakeholder and political will analysis which sought to understand the corruption risks in the education sector, the key role players and how they could be effectively engaged going forward. Capacity building of local education stakeholders as well as the establishment of school integrity clubs in 6 districts also forms a critical part of the project, with the aim of sensitizing and encouraging change of behaviour towards corruption. Building on the aforementioned initiatives, there is a need to critically asses and document the current realities in education, as well as propose remedial actions to sustain advocacy efforts intended to result in the desired change over time.

Purpose/Objective

The GII seeks to employ the services of an experienced videographer/documentary development specialist to capture and develop a short web documentary aimed at creating a greater awareness and deeper understanding of corruption risks and challenges in Ghana’s education system. The key objectives include;

•   Development of corruption risk awareness documentary
•   Development of a detailed guide/concept to the documentary
•   Uploaded of documentary on web based platforms
•   Final version of the documentary produced and presented to GII

Scope of Work/Terms of Reference

•   Develop a synopsis/concept in consultation with GII on exactly what goes into the documentary
•   Develop a detailed outline with time lines to be agreed on with GII
•   Use innovative videography techniques that capture the audience
•   Map out key stakeholders and areas for priority interviews and videoing
•   Develop and provide GII with a detailed plan of the proposed activity
•   Identify locations and agree with GII where to shoot videos and conduct interviews.
•   Facilitate the upload of video on key web platforms including YouTube etc.
•   Edit footage in consultation with GII and its stakeholders
•   Finalise documentary with inputs from GII

Expected Outputs

•   Development of corruption risk awareness documentary
•   Detailed guide to documentary developed
•   Documentary approved and uploaded on agreed web based platforms
•   Final version of the documentary produced and presented to GII

GII retains sole rights with respect to all distribution, dissemination, and publication of deliverables

Qualification Required & Experience

•   An expert who understands governance issues
•   Good knowledge and appreciation of the Ghanaian education system
•   Five or more years of video documentary work experience
•   Significant experience in film making for advocacy
•   Significant Film making and editing skill
•   An understanding of at least 3 Ghanaian languages

Reporting Requirements

The Videographer will be expected to discuss the progress of the documentary process with GII through weekly update sessions over a period of 6 weeks.
