The Local Government Service (LGS) is the newest public service organization comprising the Local Government Service Secretariat, Regional Coordinating Councils (RCCs), and the Metropolitan, Municipal and District Assemblies (MMDAs) and their sub structures. The object of the Service is to secure the effective administration and management of local government of local government in Ghana through its core mandate of instituting performance-based management systems; promoting organizational effectiveness and development of human resource competencies to enable MMDAs improve service delivery standards. It is also to establish systems for inter-service and inter-sectoral collaboration to harmonize local government programmes.

The Local Government Service Secretariat (LGSS) is the lead institution in the on-going process operationalising L.l. 1961 (transferring of Decentralized Departments including their functions, staffs, and budgets to the Assemblies)

 

There is job vacancy for Head: Public Affairs Unit

 

Job Description

Is seeking a highly successful and results-oriented person to fill the following position at the Secretariat

Job Purpose:
The Head of PAU will lead the unit in the management of the overall communication strategy of LGSS. She/he will report to the Head of Service and will collaborate with senior management to develop and implement an effective communication strategy aimed at achieving the mandate of LGSS

The Post holder will:

  • Develop and manage a communication policy/strategy and a broad range of public relations activities relative to the strategic direction and positioning of LGSS and its leadership including the governing council
  • Create a public relations/awareness strategy that will enable LGSS, the lead institution in the implementation of administrative decentralization, cultivate and enhance a meaningful relationship with other stakeholders

Specific Responsibilities
The Post holder will:

  • Work with management to identify challenges and emerging issue in inter-service, inter-sectoral and stake holder relations
  • Work with management in collaboration with stakeholders in the design and implementation of administrative decentralization
  • Actively engage, cultivate and manage pres relationships to ensure coverage of LGSS programmes and events
  • As a spokesperson and lead person on LGSS media relations, she/he will identify media opportunities, coordinate media appearances of staff and resource persons, prepare speeches, presentations and other supporting materials
  • Oversee LGSS website and produce promotional print communications including the newsletter and annual report
  • Manage the staff of the unit to support the development and execution of the communication strategy

 

Required Skills or Experience

This is a key position and the successful candidates should have:

  • A minimum of an undergraduate degree and an advanced qualification such as Masters in Communication Studies, Public Relations, Journalism, etc
  • A minimum of twelve (12) years working experience in public relations and communications with at least five (5) years of staff management
  • Relevant skills including superior management and communication capabilities, a blend of media relations and advocacy, interpersonal and presentation skills
  • Knowledge of public administration and local government is not required, but an awareness of Ghana’s decentralization system and the issues that are central to the object and activities of LGSS would be an advantage
  • An excellent command of the English Language, both spoken and written
