The Government of the Republic of Ghana has received a grant support of USD13 Million from the Danish International Development Agency (DANIDA) under the Support to Private Sector Development Programme (2010-2014) and a World Bank Credit of US$70 million to finance activities over the next five years required under the Ghana Skills and Technology Development Project (GSTDP) and intends to apply part of the process of this grant/credit to eligible payments under the contract for consultancy services for the recruitment for an individual consultant for the position of an SDF Advisor for the Skills Development Fund (SDF) which is implemented by the Council for Technical and Vocational Education and Training (COTVET) of the Ministry of Education (MoE).

Job Title: Skills Development Fund (SDF) Advisor

Objectives of the Consultancy:
The main objectives of the Consultancy are to advise and recommend implementation activities for the Skills Development Fund; and to serve as principal adviser to the Executive Director, COTVET and the Skills Development Fund Manager. The Adviser will report directly to the Executive Director, COTVET. He/she should also be able to offer advice to, and facilitate the coordination of work with sponsoring agencies. However, the daily functions of the position will require that the Advisor work primarily with the SDF unit. He/she will ensure appropriate coordination of all resources, activities and functions of the SDF by guiding the SDF staff in coordination among all entities involved in the Project.

The position requires a higher degree of technical knowledge, understanding as well as the ability to interact with partners, including senior level officials at the Ministry of Education, Ministry of Environment, Science and Technology, Ministry of Finance, DANIDA, other development partners and key stakeholders, including training providers and private sector representatives. In summary the Project Advisor’s primary role is to ensure that all aspects of the SDF are implemented successfully, and that is achieves its goals and objectives within the defined time frame and within the budget.

Major Duties and Responsibilities:
Strategic Leadership:

In conjunction with the Project Coordinator and in collaboration with COTVET management and SDF unit, develop timeliness and implementation plans to ensure smooth execution and coordination of all SDF activities
Establish a close working relationship with financial and procurement units within the PSU, COTVET and in the MoE in order to facilitate resolution of challenges to project implementation and other operational issues
Advise on the implementation of the SDF component and provide periodic advice on the other project components to ensure the achievement of project goals and the sustainability of expected outcomes
Advise and assist the SDF Manager to manage and supervise consultants, contractors and suppliers involved in planning and delivery of project activities to ensure all participants adhere to the highest quality standards and work towards meeting annual targets and outcomes
Advise staff attached to the SDF Division, and coordinate with the relevant ministries and agencies, the implementation of technical and financial and administrative aspects of the SDF respectively
Provide professional training (on-the-job) and staff development for the SDF staff about project planning, design, and management skills

Project Implementation:
In collaboration with the SDF Manager, support the development of annual work and budget plans, conduct regular reviews, and provide updates to annual work plans for the SDF component
Review procedures and tasks and make recommendations to Management to ensure compliance with guidelines established in the SDF Manual as embedden in the Project Implementation Manual
Support the outreach and communications work and processing of SDF applications, advising the project implementation team on ways to ensure international best practice for selection of SDF proposals, smooth release of SDF grants, satisfactory reporting on grant activities, and monitoring and evaluation of SDF
Assist the SDF unit in identifying eligible goods, works or services to be procured
Advise Management on issues relating to technical interventions with experts to ensure compliance with the Environmental and Social Management Framework of the SDF manual
Project Supervision:
Support the SDF Manager to prepare for implementation support and supervisory missions, coordinate the mission schedule and help make the required appointments and other arrangements
Advise the SDF Manager on how to improve implementation, effectiveness and efficiency;
Conduct site visits in partnership with the Executive Director and SDF Manager to monitor the implementation of the project
Project Results:
Prepare and submit a bi-annual report to COTVET Management on all key project performance indicators as specified in the Financial Agreement
Assist the SDF Manager on collation and submission of project status reports to COTVET Management and other key partners
Prepare an end-of-assignment report upon completion documenting activities, output and outcomes, best practices and lessons learned
Other duties and responsibilities as may be assigned by Management
Facilitate the preparation of annual reports and audited accounts in accordance agreed programme documents and public financial management procedures
Reporting: The Advisor will report directly to the Executive Director of COTVET

Required Skills or Experience

A minimum of MBA/MA in Social Sciences, Public Administration, Economics or other relevant area of specialization
A minimum of seven (7) years project management experience of which 4 years should be at a senior management level in a comparable organization
Proven managerial ability, leadership and strategic expertise. Ability to manage projects effectively and consistently ensuring timeliness and quality of project work
Experience working with both the public and private sector, particularly with other Fund type instruments
Staff supervisory experience and demonstrated organizational skills
Attention to detail and ability to take initiative
Excellent written and verbal communication skills
Proven track record in working effectively within multidisciplinary teams
Proficient in MS Office including Excel
Proven track record as a hand-on person with successful implemented a challenge fund preferably in developing country would an advantage
Experience working with development partners is essential
