The Government of Ghana has received a Project Preparatory Advance from the World Bank towards the cost of the Ghana Skills and Technology Development Project (GSTDP) and intends to apply part of the proceeds of this facility to eligible payments under the contract for the engagement of suitably qualified individuals for the positions to be based at the Head Office of the Council for Technical and Vocational Education and Training (COTVET) in Accra.
Job description:
- Assist in preparing procurement notices and getting them published in accordance with the Public Procurement Authority (PPA), World Bank and other Donor Procurement Guidelines
- Assist in preparing bidding documents in accordance with PPA, World Bank and other donor guidelines and procedures, and obtaining ‘no objections’ from the World Bank
- Assist with drafting contracts for procurement of consultancy services, goods and trainings under the project in accordance with PPA, World Bank and other donor procurement guidelines
- Assist in preparing annual procurement plan of acceptable quality for the project within one (1) month from the end of the financial year
- Assist in the training of SDF applicants and beneficiaries on the appropriate procurement guidelines where necessary
- Perform any other duties that may be assigned by the Head of Procurement
Required job skills:
- Must have a graduate degree in business, economics, social sciences, engineering, or other related field with relevant training in procurement
- Minimum of 5 years experience in executing procurement of goods, works and consultancy services, and commitment to acquire additional skills needed for the assignment
- Experience on World Bank or similar projects highly desirable
- Advanced knowledge of Ghana Government’s Public Procurement policies and guidelines
