Programme Financial Controller

The Ministry of Finance and Economic Planning of the Government of Ghana with support from the International Fund for Agricultural Development (IFAD) is implementing the Rural and Agricultural Finance Programme (RAFiP). The programme was declared effective on 30 April 2010 and will run for 6 years. The main objective of RAFiP is to enhance access of the rural and agricultural population to sustainable financial services through enhanced outreach and financial linkages of rural retail institutions and formal financial institutions. RAFiP also aims to strengthen institutional performance, outreach and client orientation in all segments of the rural financial system; integrate them more closely with each other and with the financial system as a whole; and link them to support systems, particularly regarding technical aspects and risks management of agricultural value chains.

Applications are invited from suitably qualified individuals for the above stated position in the Rural and Agricultural Finance Programme (RAFiP).

Responsibilities:

  • Responsible for the development of appropriate accounting/reporting systems to ensure that the PCO and especially project management is informed of on-going financial transactions/activities and that the Implementation Partners have a clear view of their financial responsibilities, the funds available and the requirements of reporting and record keeping in accordance with prevailing practices which are acceptable to IFAD
  • Maintain all accounting records in a form appropriate for regular auditing (at least once a year)
  • Follow up issues arising from the Annual Work Plan and Budget process. Responsible for the processing documentation and follow up of disbursements from GoG and IFAD to ensure that releases are not unduly delayed
  • Ensure that funds for project implementation are disbursed in a timely manner to enable project interventions be carried out on time
  • Prepare half-yearly consolidated statements of Programme accounts as an integral part of the Management Information system to be submitted to the RAFiP Steering Committee, and subsequently to MoFEP and IFAD
  • A counter-signatory to project fund releases as required for Programme financial transactions and also sign as witness to all contracts as much as possible
  • Assist in procurement for the Programme in accordance with procedures laid down by the loan Agreement
  • Prepare quarterly reports regarding aspects of financial monitoring
  • Carry out up any other activities that are assigned by the Programme Co-ordinator

Remuneration: Competitive Salary
Job Location: Accra
Job Duration: 2 years initially, renewable subject to satisfactory performance

Required Skills or Experience

  • Qualified Accountant with ACCA, CA (Ghana), CA (England and Wales) or CPA,
  • At least 6 years post qualification working experience
  • Should have experience with Government of Ghana and Donor funded Accounting System (e.g. IFAD, World Bank)
  • Computer literate especially in Microsoft Office application software and other relevant accounting packages
  • Excellent writing and presentation skills;
  • Leadership qualities and willingness and ability to work in a team
