Introduction:
The Ghana Land Administration Project under the Ministry of Lands and Natural Resources wishes to recruit qualified Ghanaians as Field Staff and a Licensed Surveyor for a pilot Systematic Rural Land Inventory exercise at Ejisu in the Ashanti Region. The project is being funded by KfW of Germany.

Description of the Pilot Project:

  • Under LAP1, the project piloted the surveying and demarcation of allodial boundary in Ten (10) pilot areas across the country. This will then be registered by the state
  • The Ministry is taken this further by piloting a rural systematic registration exercise. The aim is to undertake inventory and registration of individual and communal land parcels in those areas where the Customary Boundary Demarcation (CBD) have been successfully completed. Ejisu CBD area is chosen to pilot this exercise

Rationale:

  • To act pro-actively against land grabbing: protection of individual /  communal land rights by fully documenting and registering them;
  • To bring transparency into rural land matter, generally;
  • To introduce “registration culture” in rural land holders

Objectives of the pilot:

  • The overall objective is to improve land administration practices in rural / traditional areas, through systematic inventorisation of actual/potential land use and registration of any kind of land rights. Land administration services will be delivered by the state from a well established District Lands Commissioned Office, thereby implementing the One-Stop-Shop concept
  • All type of individual and commercial land holding rights and interests, in every individual and commercial parcel in agricultural areas, villages, small towns and the district capital of Ejisu shall be surveyed and documented. The boundaries of the sub-stools and communal forests shall be demarcated – where necessary and documented

Duty Station: Ejisu
Duration: Six Months (including a month of training)
Remuneration: Negotiable
Number of applicants to be selected: 30

Duties/Responsibilities:
Under the overall guidance of the Land Administration Project (LAP), and the GFA/GCI Consulting Group, the field staff shall be responsible for the overall data collection and management of data/parcels in the field

The team will work under the direct supervision of an Implementation Consultant. (Licensed surveyor)

Specifically, the field staff functions will include, but not limited to the following:

  • Systematic identifying of individual and communal parcels in the field, guided by the owner the neighbours and traditional elders
  • Surveying those identified and agreed parcels boundaries, whether demarcated or natural, in the GRN system with GNSS techniques, with a geometric accuracy as good as presently applied by Survey and Mapping Division of the Lands Commission
  • Survey layout and list of right holders, shall be displayed in the village/town during a time prescribed by law

Required Skills or Experience

  • Qualified BSc/Diploma in Geomatic Engineering or HND/Certificate in Surveying and Mapping and having completed National Service
  • Minimum computer literacy (Windows/Word/Google is enough)
  • Geometrical / logical understanding is advantageous, which means that a small test will be undertaken
  • CVs must be attached to the application
  • Preference will be given to applicants with roots/residing in Ejisu/Juaben
  • Applicants who can speak the local dialects (twi) is an advantage
  • In total 30 applicants will be selected for the training process, out of which the best 14 applicants who excel in the aptitude test will be recruited for the exercise
