LOCAL GOVERNMENT CAPACITY SUPPORT PROJECT

The Government of Ghana has received funding from the World Bank towards the cost of implementation of the Local Government Capacity Support Project (LGCSP) and intends to apply part of the proceeds of this credit to payments under contracts for individual consultants to support project implementation.
The Objectives of the project are:
The project is divided into four components:
Component 1: Strengthening the fiscal framework for decentralization
Component 2: Enhancing decentralized urban service delivery
Component 3: Stimulating demand for accountable governance and service delivery
Component 4: Institutional and Project Management Support
Objective of the Assignment:
To support and advise MLGRD and MMAs on the establishment and implementation of sound and adequate environmental and social management practices and safeguards in the implementation of sub-projects under Component 2a of the project, the performance – based urban development grant (UDG). The UDG will be provided to participating MMAs on an annual basis and may be used for the implementation of development priorities within District Medium Term Development Plans (DMTDPs). These are likely to include a range of small scale investments such as local roads, street lighting, drainage, markets, and solid waste management and sanitation.
Scope of Work:
The services of an individual consultant are required to provide support to MLGRD and to the participating MMAs in ensuring that adequate environmental and social management practices and safeguards are used in the implementation of the sub-projects under Component 2a, and to monitor and report on the same to the central government and the World Bank.

Individual Consultants will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, (May 2004 revised October 2006 and May 2010).
