LOCAL GOVERNMENT CAPACITY SUPPORT PROJECT
IDA CREDIT NO: 4878-GH
The Government of Ghana has received funding from the World Bank towards the cost of implementation of the Local Government Capacity Support Project (LGCSP) and intends to apply part of the proceeds of this credit to payments under contracts for individual consultants to support project implementation.
The Objectives of the project are:
The project is divided into four components:
Component 1: Strengthening the fiscal framework for decentralization
Component 2: Enhancing decentralized urban service delivery
Component 3: Stimulating demand for accountable governance and service delivery
Component 4: Institutional and Project Management Support
Objective of the Assignment:
To support and advise MLGRD on the establishment and implementation of sound financial management practices for the effective management of the project. The contract will be for an initial period of one year, renewable up to three years, subject to satisfactory performance.
Scope of Work:
The Financial Management Specialists (FMS) will report through the Financial Controller of the Ministry to the Project Director and perform such functions as providing technical support and assistance to MLGRD and MMAs and other implementing agencies in the area of financial management. As a member of the Project Team, he/she will be responsible for maintaining all projects accounts in good order, and in particular assisting the Ministry to ensure adequate financial reporting to the World Bank.
