The AFD Kumasi Roads and Urban Development Project involves the construction of the Oforikrom-Asokwa Bypass Road, the widening of the Lake Road and the construction of an interchange at the intersection of the Bypass Road and the Lake Road at Timber Gardens in Kumasi. The Project is part of efforts to reduce traffic congestion in Ghana’s second largest city, a situation which is estimated to be increasing at a rate of 7% per annum and is induced by rapid urbanization and population increase. Construction works are currently in progress and expected to be completed by December 2011

The Government has also received funding from the Agence Francaisse de Development (AFD) and the African Development Bank (AFDB) towards Community Development Project. The total cost of the project is €84M. Under the Project a 15km long Awoshie-Pokuase road will be constructed in addition to some urban life enhancing infrastructure such as secondary roads, drainage facilities, markets, sanitation facilities, water supply and a bus terminal. The Awoshie-Pokuase Road is urgently required to improved mobility and accessibility to the rapidly developing northwestern corridor of Greater Accra Metropolitan Area (GAMA). Works are planned to begin in the 1st quarter of 2011

To ensure a smooth implementation of the above-mentioned projects, the Department of Urban Roads Seeks to recruit a suitably qualified professional for the position of Project Accountant to provide overall coordination, management and supervision of the financial and accounting functions of the two projects. It is expected that this assignment will begin in January 2011
The Government of Ghana acting through the Ministry of Roads and Highwats and the Department of Urban Roads now invites eligible individual consultants to indicate their interest in providing the following services for the position of Project Accountant for a period not exceeding 24 months

Scope of Services:
Review of all invoices from Contractors, Consultants and Suppliers to determine their conformity with contract and actual progress
Preparation of periodic disbursement requests to funding agencies involved in the projects
Preparation and monitoring of quarterly and annual budgets for various sub-components of the projects by undertaking variance analysis
Design and implement financial systems, policies and procedures to ensre the integrity of financial records and transactions
Monitor the financial management system to ensure that financial and accounting policies and procedures of the projects are complied with
Produce regular and prompt quarterly and annual financial reports for funding agencies and all stakeholders
Liaise with AFD, AFDB and Government of Ghana to ensure that funds earmaked for the projects are disbursed promptly
Coordinate and supervise the preparation of the annual final accounts for auditing purposes
Liaise with external auditors and coordinate the audit of financial activities of the projects
Maintain regular professional contact with MDAs, MMDAs, Project funding partners, financial institutions, consultancy firms etc on all financial matters on the projects
Represent the DUR at project related meetings where the input of the Project Accountant will be required
Ensure training and adequate knowledge transfer is undertaken for all accounting personnel involved in the projects
Advise the project co-ordinators of the projects on all financial matters
Perform any other duties that may be assigned by the Director of Urban Roads
Location:
The position will be based in the Head Office of the Department of Urban Roads, Accra, Ghana

Duration:
The position is for a period of two (2) years and renewable based on the performance of the selected candidate

Obligations of the Client:
The Client shall provide office accommodation and logistics for the Project Accountant. The Accountant may however be expected to provide his own vehicle for the assignment. The official running costs will be borne by the Client

Required Skills or Experience

Degree in Business Administration, Accounting or Finance and professional accountancy qualification with membership of a recognized professional body e.g. ACCA, CIMA, CA (GHANA) CPA etc with a minimum of ten (10) years post qualification experience
The preferred candidate should have knowledge and experience in the implementation and use of one of the leading accounting packages. Other qualities and requirements for this position are:
Strong familiarity with donor disbursement rules and regulations
Very good knowledge of tax rules and regulations
Excellent communication skills
Leadership and people management skills
Ability to provide direction and input into development of funding proposals
