Object Of The Position:

To provide strategic and technical direction for the effective management of all legal matters of the Authority.

Duties & Responsibilities

•   Serves as Secretary to the NPRA Board and Director of Legal and Policy Division
•   Formulates the strategy, annual business plans, policies and procedures in line with the overall organization business strategy
•   Ensures the enforcement of rules and regulations, and the effective and efficient resolution of disputes
•   Tracks and reports on the high risk legal issues arising from potential and existing contracts/agreements, litigation cases, changes in relevant legistations, and takes adequate and timely mitigating actions to safeguard the organisation’s interest
•   Ensures continuous system and quality enhancements by monitoring and evaluating the respective activities and processes implemented in the division
•   Prepares Memoranda of Understanding (MOUs) between the Board and Donor Agencies and institutions as may be required
•   Advises on areas of the statutes establishing the organsiation that need to be reviewed in conformity with other related laws and best practice.

Qualification Required & Experience

Person Specification

•   A master’s degree in Public Policy or any related field from a recognized University
•   Post-qualification training in Legislative Drafting will be an added advantage
•   Must have been called to the Bar for a minimum of eight (8) years, with (5) years professional experience and knowledge in Commercial Law and the Financial Industry
•   Must have worked in a senior management position for a minimum of five (5) years
•   Must have excellent communication and interpersonal skills
•   Must have strong management and organisational skills
•   Must be computer literate

Object Of The Position:

To undertake audit assignments and provide administrative support to ensure compliance with fiscal policy, processes, procedures, laws and all regulations towards the implementation of Act 766.

Duties and Responsibilities

•   Develops plans for the various operational systems and procedures of the Authority for the assessment of the internal controls to ensure effectiveness and efficiency of operations
•   Lead and directs a team of Internal Auditors to implement plans by monitoring and evaluating the organsiation’s risk management process and submits a report of findings to the Board Audit Committee
•   Assists the Audit Committee of the Board to discharge its corporate governance responsibilities by reporting on critical internal control problems
•   Liaises with External Auditors to ensure that recommendation for improvement in the internal controls are implemented
•   Ensures that the iternal control systemsa are adequate to safegaurd the assets and resources of the organisation
•   Prepares financial reports in compliance with rules and regulations

Qualification Required & Experience

•   A master’s degree  in Finance or Accounting from a recognized University and or professional accounting qualification (ACCA, ICA)
•   A minimum of five (5) years post qualification experience in financial management with at least three years in audit practice
•   Must have expertise in interpreting financial information and the implications it has for investment decision
•   Must have in-depth knowledge in the management og long term investments in Pension Funds
•   Strong managerial and organizational skills
•   Effective monitoring and evaluation skills
•   Must be computer literate
•    Risk management skills

•   Formulates policies regarding control and safeguarding of assets and ensures that these are properly adhered to
•   Records, monitors and plans co-funding as may be required
•   Undertakes and reports on budget/expenditure analysis for all programmes of all administrative and fiancial staff
•   Formulates human resource management and development policies of the organization
•   Supervises the preparation of human resource implementation processes, rules and regulations
•   Ensures the preparation of monthly, quarterly and annual reports
•   Ensure the maintenance, storage and retrieval of records
•   Maintains Assets Register and keep proper records of all assets
•   Exercises oversight responsibility of the Directorate

•   Must be a member of a professionally recognized accounting body ie ICA, ACCA and CIMA or its equivalent
•   A master’s degree in Accounting, Finance or Business Administration from a recognized University will be an advantage
•   A minimum of ten (10) years post qualification experience in a reputable organization, five (5) years of which should be in a senior management position
•   Must be computer literate
•   Strong financial and administrative skills
•   Strong people management skills
•   Strong leadership and decision making skills
•   Knowledge of all the financial laws in Ghana
