Request for Proposals for Consulting Services: National Staff Remuneration Survey for the Ghana INGO Forum

Title: National Staff Remuneration Survey for the Ghana INGO Forum Location: Accra, Ghana

Duration: 4 weeks, June 2016

Background

The Ghana International Non­Government Organization (INGO) Forum is striving to access consistent and relevant compensation data to ensure member organizations are able to recruit and retain a cadre of high caliber national staff. In a market such as Ghana, the INGO members are challenged by the lack of clear and easy to use remuneration data for decision making in a volatile economic climate. To address this challenge the Ghana INGO Forum is seeking the services of an external consultant to conduct a remuneration survey with data available within the membership of the Ghana INGO Forum.

Objectives

The selected consultant will conduct an independent remuneration survey and develop a salary range for each job level (mid, medium and max). To achieve the objectives of the consultancy, the consultant will work with 15 collaborating INGOs from the INGO Forum to gather and analyze their: job profiles, salary structures, allowances and benefits using the developed Remuneration Template. The consultant will draft a report which compares the matched job profiles, compensation packages and benefits and present the findings to the Ghana INGO Forum.

Scope of Assignment

The Consultant will collect the following information from each of the participating organizations:

Job descriptions of the similar positions for the purpose of job matching on the nature, complexities and responsibilities of each position

Conduct job matching for existing job descriptions: summary of duties, general educational qualifications, and professional qualifications, required years of experience and supervisor and subordinates

Collect and analyze the salary structures and associated benefits (including typical allowances and benefits package both monetary and non­monetary) from participating INGOs for existing job descriptions. The analysis should include: base salary, total guaranteed cash[1], total annual cash[2] and total cash[3]

Summary information on the comparator INGO (size, number of employees, length of time present in the location, etc. as specified) The Consultant shall maintain complete confidentiality of all data and documents provided by selected comparator INGOs. Data from comparator employers will be shared in aggregate and with no means of linking specific information back to any organization.

The Consultant will refine the remuneration template

The Consultant will develop and submit a survey methodology which explains their process of how they will structure their work to achieve the survey objectives; including: questionnaire design, job matching, data collection and validation, and pay and benefits data analysis. The process should gather qualitative and quantitative data

The Consultant will analyze the compensation, allowances and benefits data of the participating INGOs

The Consultant will provide details and summary of data collected from the comparators and provide remuneration package analysis and range for each job match

The Consultant will provide the minimum and maximum remuneration values of all job matches obtained from the comparators

The Consultant will provide a 10­15pg report (with unlimited annexes) on final survey findings with comparison and analysis of the survey results and recommendations related to remuneration packages including a summary table of comparators practices on remunerations.

The Consultant shall present a draft analysis report to INGO Remuneration Working Group for comments. The report should include the following:

The findings should present an analysis for each position: annual minimum, medium and max annual salary The report should provide a table with an overview of the prevailing benefits and allowances offered by each participating organization. Details of each of those allowances and benefits should be include in the report The report should provide details/findings of each of these policies/practices below: Salary review: frequency of salary survey reviews, date of last review, average % adjusted for each comparator Compensation policy expectations relative to the market: This should include expected position on the market (low, 25%, 50%, 75% and high percentile for each comparator) Retirement/Pension plan Medical policy Education Assistance policy Overtime policy: The report should include overtime policy for weekdays, holidays, weekends and call back from leave policy Leave policy Provident Fund Explanation and analysis highlighting if length of contract has a bearing on remuneration Other The Final Report shall incorporate comments from the INGO Remuneration Working Group The Consultant will submit all completed questionnaires together with relevant salary and benefits scales and all relevant documentations and correspondences received from the respective comparators to the INGO Forum Remuneration Working Group The Consultant shall conduct a presentation of the process and the results to the INGO Forum [1] Guaranteed Cash is defined as all payments made directly to employees in cash which include Base pay plus any Allowances e.g. transport allowance [2] Annual Total Cash is defined as the Base Salaries, plus all allowances and benefits that are standard across an organization or for specific role, meals subsidy [3] Annual Total Cost of Employment by summing up the Total Cash compensation, Employer Social Security contribution and Employer provident fund 5/16/2016 Jobsinghana.com ­ Jobs Directory https://www.jobsinghana.com/jobs/indexnew.php?&device=d&view=32433&cat=341 4/5 Required Skills or Experience Organization/Company/Firm or Individual with a minimum of Bachelor’s Degree in fields related to human resource management, statistics and related fields with: Proven track record of experience in the area of compensation and benefit for international organizations Experience in undertaking salary surveys for nonprofit organizations will be an asset Familiar with local labor market issues Fluent in English Excellent writing and presentation skills Familiarity with the INGO regulations and experience within the INGO system would be an advantage
