It has interests in over 150 licenses across 25 countries with 67 producing fields and in 2012 produced on average 79,200 barrels of oil equivalent per day. Its largest activities are in Africa and the Atlantic Margins, where it has discovered new oil provinces in Ghana, Uganda, Kenya and French Guiana.

Tullow’s main production comes from six countries in Africa as well as the Southern North Sea and Asia. Ghana’s offshore Jubilee oil field which was discovered in 2007 and started production in December 2010 is Tullow’s largest discovery.

Job Description

Job Title: Offshore Environment Health Safety and Security Advisor

Supervises: Offshore EHS and Security Coordinators  x 8 (including  x 4 Trainees)
Job Purpose: Implement Tullow Security Policy, plans and procedures to protect personnel, the environment, assets and Tullow Oil’s reputation within the laws of Ghana and in accordance with the Voluntary Principles on Security and Human Rights; provide operational and tactical offshore security advice; training and mentoring of the national ‘Offshore Environmental Health Safety & Asset Protection Coordinators’ (OEHSAPCs) and; subject matter expertise for technical offshore equipment (FLIR, ARPA, LRAD, etc) and are fully familiar with safety/technical/seamanship basic principles.
Responsibilities / Key Objectives: Business Intelligence:

Establishment and management of strong formal/informal networks of information sources (internal and external)

contact and liaison with private and government agencies to support early detection and appropriate reporting of threats to ensure emerging risks to Tullow’s assets are established and managed

 

Crisis & Emergency Management:

 

Assist with implementation of the TGL Incident Management Plans and Business Continuity Plans (BCP).

Interface with other TGL departments/functions in support of implementation of the Incident Management and Business Continuity Plans.

Assist in the preparation and delivery of training, exercises and emergency response drills for the Incident Management Team  (IMT)

Participate in audits and reviews to provide assurance on the IMP / IMT and BCP.

Assist in the development and co-ordination of information and toolkits relating to Crisis and Emergency Management

Provide direct assistance to the IMT when responding to specific incidents and participate in post incident investigations as required.

Support operations during emergency situations (security, rescue & recovery and Oil Spill Response)

Manage IMT facilities/equipment

Management of the Incident Management Team (Takoradi) rota and associated training records

 

Security (General):

 

Oversight of the outsourced security guarding contract, liaising with the contractor’s staff and management, feedback and recommendations to management on performance of contractor against KPIs and agreed actions, and liaising with personnel on company provided residential guarding and security issues

Collate and analyse (threat assessments) security related information to allow summary reporting of relevant risk information and adaptation of appropriate security controls

Implement plans and procedures to deliver the security strategy in alignment with Group Security Standards and industry best practice (e.g. Security Plan, Facility Security Procedures, Emergency Response plans etc.).

Delivery of internal self-assessment and audit plan to provide assurance of security controls and procedures including verification of compliance

Investigate breaches or failure of security controls

Monitor, coach and develop security service providers in alignment with the Voluntary Principles on Security and Human Rights

Conduct internal and external investigations

Identify and share developments in international, national and industry legislation and technical advances in the Asset Protection area

Responsible for the monitoring and provision of equipment, e.g. radios, CCTV, alarm and access control systems, with support of the security contractor and others

Responsible for identifying trends and managing potential security threats and control weaknesses, briefing new staff on security issues and policies, attending security meetings, network liaison and communication

Act as first point of contact with difficult visitors/members of the public

Liaise and maintain good working relations with the Ghana Police Service and other key stakeholders

Organise security and logistics for VIP visits, including police presence at special events and emergency situations

 

 

 

 

Security (Offshore):

 

Execute offshore security plans, policies and strategies. This includes the security of supply, construction and security vessels as well as visiting tankers during off-take/lifting operations.

Co-ordination with the Corporate Affairs and Social Engagement Dept. / teams to ensure common strategy and engagement, particularly regarding offshore security matters

Act as Deputy Company Security officer

Maintain the operational readiness of the EHS&S vessels

Maintain the operational (including training) and administrative readiness of the OEHSSCs

Implement equipment husbandry measures

Data capture and analysis of canoe vessel incursions

Liaise with Public Security Providers (Navy, Marine Police)

 

Travel Safety:

 

Monitor the travel security arrangement for visitors (including journey management).

Destination dependent TGL staff travelling outside of Ghana are briefed commensurate to situational risk assessment.

Person Specification

Education: Tertiary education in a relevant security disciplineCertificate in Management or Marine Operations

NEBOSH qualified

IMO Level 2 Oil Spill Response Certificate

BOSIET Certificate with HUET

STCW Proficiency in Designated Security Duties

ISPS Ship Security Officer Certified

Skills: Good working knowledge of planning and implementing security strategiesAbility to build relationships and network with external organizations

Knowledge of coaching, developing and training security personnel

Incumbent should have a military/security (Naval, marine, marine police, merchant navy) background with minimum of 5 years experience

Ability to think independently and exercise good and precise judgement

Ability to transfer knowledge and mentor people

Incumbent will have good oral and written briefing skills

Incumbent will be proficient with Microsoft Office applications including, Outlook, Word, Power Point, Excel or equivalent spread sheets for presenting data.

Incumbent should have leadership ability, physical strength, good hearing, normal colour vision and a high degree of manual dexterity. Professional courses taken in boat operations will be useful, experience handling power boats would be advantageous.
