Job Description
Object of the Position:
To provide prudent financial management policies and practices and to develop sound administrative policies and human resource capacity to enable the Council attain its goals
Advise the Executive Director on all financial and administrative matters
Produces the annual budget in accordance with guidelines of Military of Finance and Economic Planning
Supervise the entire operations of the Finance and Administrative Departments
Prepares periodic financial and administrative reports
Designs and maintains internal control systems for procurement of goods and services in accordance with the relevant procurement law and regulations
Provides administrative and support services to the Council
Ensure the provision of security and transport services for maximum and efficient utilisation of resources
Implements policies of the Council with respect to human resource development of management
Liaises with relevant business suppliers, bankers, creditors and debtors
Ensures the Council discharges its statutory responsibilities with regard to statutory returns, payment of Social Security, etc
Required Skills or Experience
At least first degree in Commerce (B.Com) or Business Administration from a recognised University and a professional qualification in Accounting, Finance or Human Resource Management
Must have not less than twelve (12) years post-qualification relevant work experience, three (3) years which should be in senior management position
A Master’s Degree will be added advantage
Applicants should not be more than 55 years at the time of application

Strong computer literacy skills
Ability to work under pressure and meet deadlines
Knowledge of the Financial Administrative Act, Public Procurement Act and Internal Audit Agency Act
