Job Profile
IMPAQ International is seeking a Research & Evaluation Design, Analysis & Training Specialist for an anticipated USAID-funded Education Evaluation Program in Ghana. The primary objective will be to build, improve and strengthen monitoring and evaluation capacity at various levels within the Government of Ghana and local institutions; support USAID/Ghana Performance Management Plan functions; and promote evidence-based decision-making in the education sector.

Qualifications and Requirements
 Master degree or equivalent in Economics or related field
 Demonstrated abilities in program/project results monitoring and reporting
 Demonstrated technical expertise, ample field experience, and specific technical experience in quantitative impact analysis methodologies, including randomized trials and cost-effectiveness studies
 Field survey design and implementation experience
 Ability to rapidly develop impact evaluation scopes of work and consolidate independent relationships with technical level public officials and civil society partners in carrying out impact evaluations
 A minimum of 5 years working in similar activities
 Fluent in written and spoken English

Desired Qualifications
 Ph.D. in relevant field
 Experience in M&E and education in West Africa/Ghana preferred
