SEND-Ghana in partnership with the Canadian Co-operative Association (CCA) and the Credit Unions Association of Ghana (CUA Gh Ltd) is commencing the implementation of a 5- year Food Security through Co-operatives in Northern Ghana (FOSTERING) Project. The goal of the project is to increase sustainable, gender equitable food security for over 42,000 women and men in eight districts in the Eastern Corridor of Northern Ghana (East-Gonja, Kpandai, Nanumba South, Nanumba North, Krachi-Nchumuru, Zabzugu, Tatale-Sangule and Chereponi).

The project tackles directly four key areas of improving food security and sustainable economic growth for small-holder farmers: improving production; better marketing of products; expansion of household activities into off-season businesses; and access to finance.

JOB TITLE: Finance and Administrative Manager

Job Location: Tamale

Reporting to:  Director for Livelihoods and Food Security Development

Associates: Programme Officers and Human Resource Manager

Objective of position: To ensure effective management of resources and compliance with financial systems and standards/procedures of SEND

DUTIES, ROLES AND RESPONSIBILITIES

1.       Financial Management

a.       Shall be responsible for the day-to-day management of the financial and administrative system of SEND

b.      Produce regular financial reports and management accounts and submit same to the Country Director and copy the CEO, West Africa.

c.       Assist to develop programme and project budgets and monitor and review adherence to such budgets

d.      Ensure that monthly bank reconciliation statements are prepared and filed.

e.       Ensure sound and effective Administrative and control systems..

f.        Supervise the Administrative staff

g.       Provide such inputs and financial and administrative information as may be required.

h.      Ensure that financial transactions are promptly and accurately documented and recorded

i.        Develop source documents and accounting system for handling all financial transactions.

j.        Demand annual departmental budgets and prepare the annual budget of the project including budget revisions.

k.      Supervise and receive reports from Account officers in the districts

l.        Define the internal audit function.

m.    Respond to queries on Internal Audit

n.      Assist the external auditor during the annual financial statement audit.

o.      Prepare all financial reports requested by donors and other organizations.

2.      Administrative Management

a.       Respond to all administrative issues.

b.      Prepare and submit the annual financial statements to the Country Director and the CEO, West Africa.

c.       Prepare and submit such reports as may be requested by the Country Director and the CEO, West Africa.

d.      Participate in any interview recruiting Administrative staff.

e.       Facilitate the appraisal of administrative and programme staff

f.        Ensure log books, attendance books, etc are appropriately completed

g.       Ensure all staff have access to financial and HR manuals and are adhering to them

h.      Provide HR and Administrative reports twice a year

3.      SEND’s Downward Accountability

a.       Produce income and expenditure statements quarterly for programme staff to paste on SEND’s downward accountability notice boards

b.      Produce the relevant page of the annual audit showing income and expenditure statement and paste on SEND’s downward accountability notice boards

c.       Perform any other duties as required by the supervisor.

Qualification and experience:

·         MA/MBA/ACCA/CIMA

·         3 years or more experience in managing accounts and administration  in an NGO, one of which must be in a management position

Job Title:        Programme Officer (Livelihoods and Food Security)

Reporting To:  Director of Livelihoods and Food Security Development

Associates: Programme Officers GELAP

Objectives of the position: To ensure maximum coordination of SEND programme activities in the Eastern Corridor

DUTIES, ROLES AND RESPONSIBILITIES

1.       Planning

a.       Shall be responsible for preparing annual and semi-annual plans for FOSTERING Project and other SEND livelihood related activities in the Eastern Corridor

b.      Support all FOSTERING staff in their preparation of semi-annual and annual work plans

c.       Should be responsible for reviewing and updating all work plans including the FOSTERING Project Implementation Plan (PIP)

d.      Ensure that adequate preparations are made for all specialists and advisory services to the project

2.      Monitoring and Evaluation

a.       Ensure that programme monitoring plans and activities are implemented

b.      Monitor the utilization and management of programme resources and ensure they are effectively used

c.       Participate in the development of tools for various monitoring activities including various programmes, resources and activities

d.      Support M&E officer in the execution of his/her roles and

e.       Produce regular reports on programmes and projects and submit same to the  Director of Livelihoods and Food Security Development

f.        Supervise and receive reports from all officers in the programme

g.       Assist in the development of proposals for sourcing funding for programmes and projects.

h.      Ensure that all requirements of each programme or project are adhered to

3.      Financial Management and accountability

a.       Ensure compliance with all agreements with donors and partners

b.      Be signatory to the operational bank accounts in the Eastern Corridor

c.       Ensure that budgets and financial reports are submitted in a timely manner to the Finance and Administrative Manager

d.      Review and approve all budgets and expenditures for programmes

e.       Ensure that all staff adhere to tenets of the  financial management manual

4.      Human Resource Management

a.       Appraise staff and prepare reports for Director of Livelihoods and Food Security Development

b.      Manage the performance of staff in the programme

c.        Ensure staff adhere to tenets of the Human Resource Manual

d.      Manage Human Resource in his/her centre

e.       Provide support to all short-term consultants in the execution of their assignments

f.        To ensure effective team work among the staff

5.      Gender Mainstreaming

a.                  Ensure that staff adhere to gender mainstreaming policy

b.                  Ensure monitoring and reporting of the implementation of the gender policy

c.                  Ensure programme activities and staff management are gender sensitive

6.      Representation

a.                   Representative of the livelihood programme of SEND in the Eastern Corridor

b.                  Represent the Eastern Corridor on PMT of SEND and PMC and PAC of FOSTERING

c.                   Participate in national activities organized by SEND

7.      SEND’s Downward Accountability

a.       Ensure that financial and relevant programme information is posted on SEND’s Downward accountability notice boards by project and field officers every quarter

b.      Participate in radio and town-hall discussions to promote the downward accountability activities every 6 months

c.       Perform any other duties as required by the supervisor


Job Title: Accounts and Administrative Officer

Job Location: Salaga

Associates: Accounts and Administrative Officers, Accounts Officers

Reporting to: Accounts and Administrative Manager

Objective of position: To ensure that procedures and controls are adhered to in all financial and administrative transactions

DUTIES, ROLES AND RESPONSIBILITIES

  i.      Financial Management

a.       Shall be responsible for the day-to-day recording of financial transactions

b.      Ensure that all transactions are properly accounted for

c.       Produce monthly expenditure reports to the finance and admin manager

d.      Assist in the preparation, monitoring and review of budgets

e.       Ensure that monthly bank reconciliation statements are prepared and filed.

f.        Manage and account for petty cash

g.       Preparation of monthly pay roll for staff

h.      Assist in all auditing exercises

ii.      Administrative Management

a.       Respond to all administrative issues.

b.      Maintain an asset register for the livelihood project

c.       Prepare and submit reports as may be requested by the Finance and Administrative Manager

d.      Facilitate annual appraisal of staff

e.       Ensure log books, attendance books, etc are appropriately completed and documented

f.        Ensure all staff have access to financial and HR manuals and are adhering to them

g.       Ensure that all purchases comply with purchasing procedures

h.      Perform any other duties as required by the supervisor.

i.        Oversees, coordinate and maintain sick and annual leave documents, purchasing document and or employment document for the organization and staff

j.        To ensure that office equipment and vehicles maintenance schedules are adhered

k.      To monitor and provide report on the use of office equipments, vehicles or bicycles

l.        To provide administrative support to programme officers including arrangement of logistics during workshops and secretarial services

4.      SEND’s Downward Accountability

Job Title:  Monitoring and Evaluation Officer

Job Location: Salaga

Reporting to: Programme Officer

Associates: All Project Officers in SEND

Objective of position: To ensure effective coordination of monitoring and evaluation activities and promote learning among the project team and stakeholders during the implementation

DUTIES, ROLES AND RESPONSIBILITIES

1.       Planning

a.       Work with the CCA M&E officer to plan and execute all M&E activities

b.      Responsible for preparation of an operational plan to include quarterly, semi-annual and annual M&E activities

c.       Responsible for using M&E results to organize learning events for staff and stakeholders

d.      Ensure M&E recommendations and lessons learned  inform future plans of the project

e.       Ensure that monitoring activities have the necessary resources

2.      Management of monitoring activities

a.       Support external resource persons involved in M&E activities of the project

b.      Responsible for establishing and maintaining an M&E database to include the baseline information and subsequent updates

c.       Responsible for coordinating the inputs of other staff into M&E activities

d.      Support the staff of the project to plan and conduct training for  project principals

f.        Responsible for the implementation of the project’s Performance Measurement Framework (PMF).

3.      Preparation of monitoring reports

a.       Responsible for preparing all monitoring reports

c.       Ensure that M&E consultants carry out their work in a timely manner

4.      Communication of M&E findings

a.       Responsible for feedback of all M&E information to stakeholders

c.       Work with the Communication Officer to prepare policy briefs papers based on the project

d.      Coordinate the collection of success stories from project officers and pass on to CCA M&E Officer

5.      SEND Downward Accountability

a.       Ensure M&E activities are accounted for in SEND’s downward accountability results

b.      Participate in town-hall discussions to promote the downward accountability activities every 6 months

Qualification and experience:

·         MA/MPhil/MSc in Development Studies, Social Sciences, Agriculture

·         2 years or more experience in providing M&E services/duties  in an NGO

Required skills:

Monitoring and evaluation, data gathering and analysis skills, report writing, people management, ability to work under pressure, excellent communication skills, gender sensitivity, familiarity with key languages of the area will be an asset, team player.


Job Title: Gender Project Officer

Job Location: Salaga

Reporting to: Programme Officer

Associates: All SEND Project Officers

Objective of position: To ensure that all project activities are implemented in a gender sensitive manner and to work with the gender specialist in ensuring that the gender equity promotion activities are implemented

DUTIES, ROLES AND RESPONSIBILITIES

1.       Planning

a.       Planning and coordinating all gender equity promotion activities in the project

b.      Support other staff to ensure their planned activities are gender sensitive

c.       To plan gender advisory services to the project

2.      Management

a.       Ensure gender equity promotion integration in the day-to-day activities

b.      Support and supervise the nutrition and home processing field activities

c.       Support the gender specialist in the implementation of advisory services to the project

d.      To prepare articles on the  experiences of the program, gender-wise for the SEND website

e.       Be the main counterpart to the gender advisor responsible for arranging logistics, meetings and providing feedback to management

f.        Develop monthly, quarterly, semi-annual and annual reports on gender activities

3.      Training

a.       Identify training needs of staff and stakeholders

b.      Work with gender specialist to develop relevant training manuals for the different core areas of the project

c.       Responsible for all gender equity training activities for staff, project principles and stakeholders

d.      Work with staff to implement gender trainings for stakeholders

4.      Monitoring and Evaluation

a.       Work with M&E officer to ensure that gender equity promotion activities are adequately accounted for

b.      Ensure that recommendations and lessons learned are used to inform subsequent plans

c.       Responsible for coordinating the collection of success stories on women leadership, household nutrition, and women entrepreneurship

d.      Responsible for feedback to stakeholders, M&E findings and recommendations on gender issues

5.      Representation

a.       Participate in gender-related events (meeting, workshops, and conferences) and network within the country in-order to stay updated about gender related development.

6.      SEND Downward Accountability

a.       Ensure gender equity promotional  activities, beneficiaries and expenditures are put on the SEND’s downward accountability notice boards

Job Title: Agriculture and Climate Change Officer

Job Location: Salaga

Reporting to: Programmes Director

Associates: All SEND Project Officers

Objective of position: To ensure that agriculture practices of the project principals are environmentally friendly for improved and sustainable livelihoods

DUTIES, ROLES AND RESPONSIBILITIES

1.       Planning

a.       Planning and coordinating all agriculture and climate change promotion activities in the project

b.      Support the extension field staff to plan for agriculture and climate change related activities

c.       To plan agriculture and climate change advisory services to the project

d.      To coordinate MoFA staff  input into project plans and activities

2.      Management

a.       To work with the agriculture and climate change advisor in the implementation of advisory services

b.      Provide support and supervise the extension team, Marketing and the Co-operative Development Officers in the implementation of agriculture and climate change activities

c.       Managing the relationship between the project and the district MoFA offices and their staff

d.      To prepare articles on the  experiences of the program on agriculture and climate change the SEND website and Citizen’s Watch

e.       Will be the main counterpart to the agriculture and climate change advisor responsible for arranging logistics, meetings and providing feedback to management

5.      Representation

a)Understanding of principles of natural resources management relevant to climate change agriculture and track record of working with agriculture, forestry and land use data, analytical tools and models (b)Strong organizational, research, and oral presentation skills; (c)Proven ability to work in a team and intercultural environment, with minimal supervision; (d)Hands on and action oriented approach; (e)Excellent oral and written communication skills in English; (f)Enthusiasm for, and commitment to development work; (g)Willing to travel and field experience in Northern Ghana a plus (h)Understanding of sustainable agricultural practices and participatory approaches


Job Title: Peace Building Officer

Job Location: Salaga

Reporting to: Programme Officer

Associates: All SEND Project Officers

Objective of position: To ensure maximum coordination and capacity building support to community based conflict surveillance and management teams to reduce conflict towards a more sustainable and peaceful Eastern Corridor.

DUTIES, ROLES AND RESPONSIBILITIES

1.       Planning

a.       Planning and coordinating all peace surveillance activities in the project

b.      Providing support for the surveillance teams to plan their activities

c.       Facilitate the alignment of peace education and surveillance with other project activities

d.      To plan networking involving the surveillance teams with similar initiatives in the eastern corridor to maximize effectiveness

e.       To plan peace advisory services to the project

2.      Management

a.       Responsible for managing and coordinating the peace surveillance teams

b.      Responsible for developing and managing the relationship between the project peace building initiatives and similar initiatives in the eastern corridor

c.       Responsible for identifying and managing the resource needs of the surveillance teams

d.      Will be the main counterpart to the peace building advisor responsible for arranging logistics and meetings of the project

e.       To prepare articles on the  experiences of the program on peace building for the SEND website and Citizen’s Watch

f.        Develop monthly, quarterly, semi-annual and annual reports on peace building

3.      Training

a.       Identify training needs of the staff and peace surveillance teams

b.      Work with peace building advisor to prepare relevant training manuals

c.       Work with peace building advisor to carry out trainer of trainers for principals and stakeholder institutions

4.      Monitoring and Evaluation

a.       Support conflict surveillance teams to plan and report activities

b.      Responsible for coordinating the collection of success stories on peace building initiatives

c.       Work with M&E officer to report on peace building activities

d.      Ensure that M&E recommendations and lessons learned are used to inform subsequent plans

f.        Responsible for feedback to stakeholders on M&E findings and recommendations on peace building issues

5.      Representation

g.       Represent the programme in all peace building networking activities such as WANEP-Ghana activities

6.      SEND Downward Accountability

a.       Ensure peace building activities, beneficiaries and expenditures are put on the SEND’s downward accountability notice boards

b.      Participate in town-hall discussions to promote the downward accountability activities every 6 months

c.       Perform any other duties as required by the supervisor

Qualification and experience:

§  BA/BSc in Development Studies, rural development, Peace Studies, Social Sciences or related disciplines with at least three years of relevant experience in similar position
