Stanley Consultants Inc. (SCI) is seeking a dynamic Team Leader/ PPP Specialist to support the development of the Accra-Takoradi Highway through a Public Private Partnership (PPP) arrangement to attract private investment in infrastructure for accelerated economic growth.

The detailed position title and provisional requirements are listed below. Work will require undertaking the overall responsibility for directing and coordinating the inputs of the other specialists, ensuring overall quality control, performance of the team, delivery of expected outputs, professional integrity and conduct of the team.

The Team Leader/PPP Specialist will provide guidance on the major issues for negotiation of the PPP arrangement and assist in the negotiations and is required to spend at least 70% of the duration of the assignment in Ghana working closely with GoG.

Job Title: Team Leader/ PPP Specialist

Description of the Project:

The main objectives of the Assignment are as follows:

› To undertake the additional tasks required to provide a considered update of the findings of the Pre-Feasibility Assessment Report, prior to commencing with the Feasibility Study.

› To conduct a detailed, Feasibility Study of the Accra–Takoradi Highway Project to comply with MRH/GHA’s requirements in respect of the development of the Highway and the Project facilities.

› To the extent that the Project Feasibility is proven and the required AA’s approvals are granted for the Phase I (Evaluation Phase), based on the results and findings of the Feasibility Study Report, and if the Project is found both technically and financially viable for PPP implementation, the Transaction Advisor will further be required to provide advisory services for the Phase II (Procurement Phase), which will cover the procurement of the project to include preparing all necessary documentation (Expression of Interest, Request for Qualification and Request for Proposal), undertaking competitive bidding and contract negotiation to enable the MRH /GHA obtain AA’s further approvals towards achieving financial closure.

Job Description:

Review assigned project(s) after award to define project scope, determine work procedures/sequences and develop schedules, budgets, staffing, vendor lists and progress billing points

Form a project team and see that responsibilities are assigned and the execution of tasks are begun and completed according to schedule

Submit documents to clients and local authorities for review and obtain permits required

Meet with client management as necessary during the term of a project to resolve issues and to obtain approvals at the project’s completion

Maintain a continuing business relationship with clients as part of ongoing business development efforts

Plan, organize, communicate and coordinate project engagements

Manage the day-to-day activities of project engagements including Clients and Project Teams

Prepare project opening orders, project outlines, project initiation, project schedules, project executions and project closings

Maintain Project Records

Achieve project objectives including quality/scopes, budgets, and schedules

Requirements And Qualifications of the candidates should include:

The PPP Specialist/Team Leader is expected to have a master’s degree in any of the following disciplines, i.e. economics, law, finance, engineering, development studies, business administration, management or a relevant discipline

Membership of a relevant professional institution will be an advantage;

S/he shall play the roles of a Team Leader and also a PPP Specialist.

An interdisciplinary background is desirable and s/he shall be fully conversant with all aspects of PPP;

At least 10 years relevant experience in terms of successfully leading and coordinating a team of professionals in similar assignments within a complex multi-cultural and cross-sectoral environment;

Minimum of 10 years of demonstrated experience in providing PPP Transaction Advisory services/development of large infrastructure projects on PPP basis including extensive experience in project preparation, project structuring; risk analysis, allocation and
management; project agreements; negotiations; and bid process management.

Must have prepared three PPP projects with at least two in roads & highways within the last 8 years;

Demonstrated ability to work with government/public sector decision-makers and donor organizations alike; Knowledge of relevant international and national policies, legislation, institutional, & regulatory frameworks for PPPs;

Strong oral and written communication skills in English language with a capacity to communicate effectively to a wide variety of audiences, including conducting periodic presentations;

Ability to manage multiple tasks effectively & a strong team player with excellent leadership and interpersonal skills and the ability to work in a high profile environment; and Experience with working in developing countries.
