Since 2006, Tullow has had interests in two exploration licences offshore Ghana. Following seismic acquisition and interpretation, Tullow and its partners drilled two successful exploration wells in 2007. The wells discovered the major Jubilee oil field in the Gulf of Guinea’s Tano Basin. The Jubilee Cretaceous turbidite reservoir straddled both licences; Deepwater Tano and West Cape Three Points.

In October 2008, Tullow was appointed as the Jubilee field Operator and set about working with the partners and Government of Ghana on developing the field to bring Ghana its first major oil production. The Minister of Energy in Ghana formally approved the Jubilee field Phase 1 Development Plan and Unitisation Agreement on behalf of the Government of Ghana in July 2009. In November 2010, following a successful development programme, which included the building of a Floating Production Offtake Vessel (FPSO), first oil was achieved from the Jubilee field. This was some 40 months post the initial discovery well which represents the fastest ever comprehensive full scale deepwater development.

Job Purpose This role is accountable to the Logistics & Materials Manager (Accra)

The purpose of this role and the associated accountabilities include

The overall TGL management and scheduling of marine vessels contracted by Logistics & Materials Team in Ghana.

Managing the day to day tasks of those employees and contractors under his supervision to deliver the goals of the Logistics and Materials organisation.

Ensuring that all vessels are scheduled, operate efficiently and conform to the mutually agreed contractual terms and conditions

Ensuring that TGL contracted vessels operate in compliance with the TGL Marine Operations Manual and meeting TGL EHS expectations.

Ensuring the management of vessel berth allocation and that timely notification is given for cranage, forklifts, stevedoring, cargo handling and trucks, all in support of efficient in-port operations.

Ensuring sufficient bulk commodities are on board all vessels as required offshore, in terms of fuel, fresh water and drilling bulks (both dry and wet).

Ensuring all vessels comply with Ghanaian National and local regulatory requirements, maritime industry standards, guidance and best practice.

Ensuring that fuel, water and other bulk commodities are ordered in an expeditious fashion so as to cause zero delay to vessels and offshore operations

Ensuring the timely reconciliation of bulk commodities ensuring and providing accountability.

Assuring that TGL contracted vessels are seaworthy, crewed and operated in accordance with both International and Ghanaian regulations, and in alignment with TGL requirements.

Provide marine subject matter advice and support to L&M customers with respect to onshore and offshore marine operations.

To create and own those marine processes and procedures appropriate and necessary to deliver L&M Marine Team’s strong performance, in particular to own and maintain, as a living document, the TGL “Marine Operations Manual”.

Responsibilities  and
Key Objectives
Embracing a personal commitment to Environment, Health and Safety by complying with TGL EHS expectations and leading others under his supervision by example.Ensuring regular attendance at, and contribution towards, EHS meetings, thereby supporting and strengthening TGL safety culture amongst staff and contractors.

Undertaking annual vessel inspections utilising an industry recognised format (eg. OVID) and utilising the TGL vessel inspection format mid-point between the annual OCIMF OVID inspections.  Track agreed findings to satisfactory closure.

Support (C&P) vessel contracting by providing technical analysis of the scope of work, determining vessel type and requirements, and there-after supporting final selection by conducting transparent, technical evaluations.

Ensure the timely collation, analysis and there-after dissemination of marine data on a daily, weekly and monthly basis to support planning and performance analysis.

Embrace responsibility for the day-to-day offshore scheduling of all vessel movements outside of Asset’s 500m safety zones, ensuring that marine vessel activities are co-ordinated and managed to provide continuity of service provision to L&M Customers

Input to, and support of, quarterly contractor performance reviews to be held with L&M marine contractors

Ensure timely application and receipt of vessel permitting and security certification for all Tullow contracted vessels

Support and guide career development planning for marine team members and identify training opportunities to support career progression.

Financial Responsibility Experience in raising purchase requisitions in SAP to support the marine operations.Timely support of contractor invoice payment utilising SAP and P2P system to review detail, accuracy and approve contractor submitted invoices.

Maintain a register / tracker of all invoices presented for approval capturing the relevant data to uniquely identify the transaction.

All rejected invoices shall carry a clear explanation as to the reason for rejection.

Person Specification

Qualification Master Mariner Class 1 or equivalent Maritime affiliated University degree.
Skills Fluent English Speaker.Computer literate with proficiency in MS Word, MS Excel and Outlook. Ability to accurately generate quality reports.

Possess strong people management and communication skills.

Possess a strong Logistics and Materials management skill set.

Experience Minimum of 5 years’ experience on board offshore vessel or in associated offshore industry role, of which 3 years’ seagoing experience must be as a senior rank of Ch. Officer or Master.
