Subject: Request for Proposal for Audit Services for UNHCR Sub-projects
The Representation of the United Nations High Commissioner for Refugees (UNHCR) in Ghana invites Audit services, that is, to conduct an audit and to provide an Auditor’s report on the Implementing Partner Financial Monitoring Report (referred to as the IPFMR) for each project implemented by variou agencies (National NGO’s and a Government Partner). Audit Firms would also be required to provide a Management Letter to report on matters in connection with the entities implementation of the Agreement(s) with UNHCR
The selected proposal could form the basis for a contract between the audit firm and the United Natios HIgh Commissioner for Refugees (UNHCR)
To enable you to submit a proposal, the two documents listed below will be necessary and they can be obtained from the contact address and person named below:
Annex I: Terms of Reference (TOR), containing a description of UNHCR requirements for which those services are being sought
Annex II: UNHCR’s general conditions for Provision of Services
Content Proposal: Your Proposal shall comprise the following:
Technical component; and
Price componenet
Technical Component:
The technical component of your proposal should be concisely presented and structured in the following order to include, but not necessarily be limited to, the following information:
Required Skills or Experience

Description of the Firm and the Firm’s qualifications:

A brief description of your firm. An outline of recent experience or projects of a similar nature you have undertaken. You should also provide references and any information that will facilitate our evaluation of your firm/institution’s substantive reliability and financial and managerial capacity to provide the services within the proposed time and frame
Understanding of the requirements for the Services, incl. assumptions:
Include any assumptions as well as comments on the data as indicated in the TOR, or as you may otherwise believe to be necessary
Proposed Approach, Methodology, Timing and Outputs:
Any commentsor suggestions on the TOR, as well as your detailed description of the manner in which your firm/institution would respond to the TOR. You should include the implementation schedules
Proposed personnel to carry out the assignment:
Provide the proposed staff composition of the team to carry out the assignment, with their qualifications and experience. UNHCR may visit and meet your personnel prior to making a final decision
Price Component:
Your separate price component must contain an overall quotation in Ghana Cedis
In addition, the price component must cover all the services to be provided and must specify any expenses related to the services

Proposals must be received by UNHCR at the above address. Any proposal received after this date or sent to another address may be rejected
You are requested to hold your proposal valid for 60 days from the deadline for submission. UNHCR will make its best effort to select a firm within this period
Please note that the cost of preparing a proposal and of negotiating a contract, including any related travel, is not reimbursable nor can it be included as a direct cost of the assignment
