Purpose of the Job:
Responsible for the planning, design, monitoring and evaluation of Justice for Children project, through advocacy and the provision of technical support for legal reforms, policy development, networking and capacity building. The Child Protection Specialist will contribute implementation of activities in the justice sector and build capacity of partners to create the justice for children component of the child protection system and establish the linkages between the Justice and the Social Welfare Systems.

Key Responsibilities, Duties & Tasks:

  • Provide technical support to Government, and the CSOs at all levels in the development, planning, implementation, monitoring and evaluation of Legal Reform and programming for Justice for Children (through systems building as well as social change), in compliance with the defined programme strategies and approaches
  • Promote the organisation goals of UNICEF and the UN Approach to Justice for Children through advocacy police dialogue and active engagement in communication, networking and participation
  • Promote the quality of rights-based Child Protection programmes through participation in the formulation of programme goals of UNICEF and the UN Approach to Justice for Children through advocacy and policy dialogue and active engagement in communication, networking and participation
  • Promote the quality of rights-based Child Protection programmes through participation in the formulation of programme goals, strategies and approaches. Bring coherence, synergy and added value to sectoral or inter-sectional management processes using a value to sectoral or inter-sectoral management processes using a results-based management approach to planning and design, implementation, monitoring and evaluation
  • Takes primary responsibility for the development of the Child Justice work plan and technical decisions as well as for programme management, implementation and monitoring of the Child Justice component of the programme, in compliance with the defined programme strategies and approaches
  • Ensure exchange of information, experience, identify new strategies and courses of action to accelerate/improve delivery of services and achieve Child Protection programme requirements and objectives. Conduct field visits to monitor programmes and collect information. Conduct periodic programme reviews with Government counterparts and other partners

Required Skills or Experience

  1. Advanced university degree, in Child Justice, Law or other relevant field
  2. Five of professional work experience at national and international levels in child protection, including international work experience in capacity strengthening of partner agencies in the area of legal policy development and to support implementation of reforms to legal and related systems, such as the juvenile justice administration
  3. Language Proficiency: Fluency in English and local working language of the duty station
