Regional Learning Centre Coordinator (RLC) Job Vacancy

Job Description

(3 Years Renewal Contract)
Salary: GH¢3,000 – GH¢4,000
Person Specification: Must be eligible to work in Ghana
Location: Country Office, Accra

Key Responsibilities:
Capacity building:

  • Facilitate learning in Citizen Engagement and the development of skills needed by WaterAid staff and partners, collaborators and other stakeholders in the effective implementation of the WaterAid in Ghana (WAG) country strategy
  • Provide an in-depth knowledge in Citizen Engagement and apply professional quality control measures to the services provided by the RLC such as identifying sites for best practices, development of skills and information tool kits, etc. through the application of new approaches for the organisation and protect the virtual resource base
  • Promote the achievements of WaterAid by show casing impacts and best practices through innovative means at all levels
  • Plan, manage and budget for training and capacity building programmes under the RLC thematic area

Leadership Role:

  • Contribute to decision making at the national and regional level as a member of the country programme Senior Management Team (SMT) and Regional Leadership Team RLT
  • Represent WaterAid in the WASH sector learning forums organised by the sector in Ghana and on other international platforms
  • Contribute to effective decision making at SMT level on fundraising, project planning, people management, monitoring and evaluation
  • Be responsible and conform to the identity, values and beliefs of the organisation in all the documentation produced by the country programme

Strategy Development:

  • Contribute to the design, implementation, development, and review of WAG’s country strategy to reflect the ethos of WaterAid’s Global strategy
  • Design, develop and implement a sustainable RL strategy for Citizen Engagement on WASH in Ghana and for other CPs in the region
  • Create regular learning platforms for reflection and review among key stakeholders on the citizen engagement strategy
  • Actively contribute to SMT decision making processes on how to enhance learning in the CSP5
  • Develop and facilitate the implementation of a template for learning and knowledge management among staff and all stakeholders in Ghana and in other CPs

Documentation and Learning:

  • Adopt systematic and innovative approaches to gathering information from all levels and synthesizing them for learning, dissemination and application
  • Support the coordination and the development of micro-macro linkages of WASH learning in Ghana and recommend them to other CPs in the region

Building and developing ‘learning’ relationships:

  • Proactively identify and develop relationships in Ghana and in other CPs that will add value to WAG’s learning agenda
  • Promote platforms for innovations, learning and sharing on citizen engagement in Ghana and other CPs in the region
  • Proactively engagement government on citizen engagement and its values towards WASH sector ownership of regional learning centres in Ghana and other CPs

Support to WaterAid West Africa (WAWA):

  • Contribute actively in the decision making process of the Regional Leadership Team
  • Develop mechanisms and appropriate tools in interacting with Cps and receiving feedbacks for the thematic evolution of the RLC

Policy influencing:

  • Lead the process of generating grassroot evidence for policy influencing at all levels
  • Work with relevant WAG departments in developing a data bank of policy briefs, briefing notes and fact sheets in readiness for policy influencing

Cross working:

  • Work with the Policy and Partnership Department (PPD) and People and OD Department (POD) in building and strengthening capacities of staff and stakeholders in furtherance of citizen engagements in WAG’s country strategy
  • Work closely with PPD and PSD in developing a ‘case study bank’ for use in reports, and other innovative knowledge management products for fundraising, lobbying and campaigns at various levels
  • Work closely with the M&E Advisor in tracking changes and progress of our work for upward and downward accountability purposes
  • Work closely with RCn to influence their agenda towards the adoption of citizen engagement approaches as a sustainable and effective WASH sector approach

Accomplish all other required tasks in the implementation of Country Programme activities and the Region.

Required Skills or Experience

Essential Desirable:

  • Degree in Social Science, Communication, or relevant discipline
  • Masters Degree

Experience:
Practical experience in coordinating multiple interventions on the field and developing innovative approaches for the promotion, sharing, documentation and the evaluation of good practices

  • Rich experience in capacity building of staff and stakeholders on thematic issues
  • Sound knowledge in global political debates and their impacts on issues regarding water, sanitation and hygiene
  • Rich experience in project/programme management
  • Experienced in citizen-government engagement and Right Base Approach (RBA)
  • Good understanding and ability to use participatory approaches and methodologies for the promotion of hygiene and sanitation
  • Should knowledge in governance and advocacy
  • Experienced in research work and analysis
  • Experienced in managing research projects and documentation
  • Sound knowledge of the WASH sector and its policies in Ghana

Desirable:

  • Previous successes chalked in the areas of capacity building and learning
  • Knowledge of work environment international NGOs

Competencies:

  • Ability to speak and write French is an advantage

Personal specifications/qualities:

  • Demonstrated good leadership skills, for negotiations and influence
  • Very organised and ability to plan effectively
  • Must be creative, proactive and able to work with minimal supervision
  • Good interpersonal and communication skills
  • Committed to WaterAid values and able to demonstrate them
  • Self-motivated and able to work under pressure
  • Ability to effectively work in a shared office environment

Desirable:

  • Have rich experienced in organising, relationships building and communication
  • Ready to travel in our outside the country
