The city of Accra having been selected to be part of the Bloomberg Initiative for Global Road Safety (BIGRS) is looking for a high profile and dedicated leader to fill the position of Surveillance Coordinator (BIGRS)
Job Description
Job Title: Surveillance Cordinator
MAIN DUTIES
Work with appropriate authorities to request and obtain designated datasets [defined by city – includes at least police crash reports and at least one of hospitals admissions, death registration, forensic medicine, insurance records] at intervals to be defined for each city, at minimum every 6 months
In selected cities where appropriate, Work collaboratively with national traffic police to develop and implement revised crash reporting form and data entry procedures
Conduct data cleaning and management of designated data set
Conduct data linkage according to city-specific plan (determined jointly by city technical lead/BIGRS Steering Committee and Vital Strategies
epidemiology consultant
Conduct analyses and prepare tables and maps both for routine review and for special queries.
In selected cities, where appropriate, Conduct a capture-recapture analysis of crash fatalities using at least two data sources: police crash reporting and vital registration, forensic, hospital, and/or insurance records (with technical supervision from Vital Strategies epidemiology staff
Work with appropriate local staff to prepare annual Accra road safety report based available sources for crash/injury death data, as well as risk factor data, according to plan defined by technical lead/BIGRS Steering Committee in consultation with Vital Strategies epidemiology staff
Promote data use for policy and planning.
QUALIFICATION / QUALITIES/ SKILLS
Graduate degree in relevant field (e.g., public health, epidemiology, biostatistics)
5+ years’ experience in public health (ideal epidemiology) or in data management or analysis related to transportation, public policy
Quantitative data analysis skills
Proven capacity to work with colleagues in multidisciplinary or multi-agency setting
Excellent communication skills
English language proficiency
proficiency in Microsoft Office tools (PowerPoint, Excel, SPSS and MS ACCESS) and general office technology must be able to speak at least two local languages
EXPERIENCE
Interested applicants must have the following experience:
A minimum of five years working experience in similar position
Has successfully led one or more major initiative from end to end, from design through execution and evaluation
Has successfully implemented a major project that required coordinating with and executing across multiple sector or disciplines
Has experience working in city government and preferably strong background in at least one key governance domain in transportation, health, social services, economic development and emergency response and planning
Has successfully managed a team including direct reports and peers, as well as consultants or contractors
Has served as a representative in learning and discussions forums-ideally in a multi-cultural setting or at least a cross-sectorial setting
