Job Title: Deputy Engineer’s Representative for Building Works

Job Summary

The Deputy Engineer’s Representative is part of the Project Management Consultant’s Construction Management Group and focuses on the Building sector of the programme and reports to the Land & Buildings Engineer’s Representative.

Duties and Responsibilities:

The Dep. ER – Buildings is responsible for:

  • Reporting to the Engineer’s Representative issues as raised by the project team by providing guidance or resolution either personally or through delegation to the CS team members.
  • Assisting the ER with tendering for building contracts. The works will be tendered as multiple FIDIC Red Book contract. TheDep. ER assists the contracts team with preparation of tender documents and evaluation of tenders from technical design and construction viewpoints.
  • Advising the ER of the status of project progress, decisions and changes.
  • Liaising with the ER to coordinate project needs and service delivery with other discipline leads Project Controls, Commercial/Contracts, HSE and Quality.
  • Assisting the ER in coordinating project needs and service delivery with PMC staff who are managing other projects including the construction of marine works.
  • Assist the ER and Interface Manager in actively identifying and managing all interfaces between the various construction contracts.
  • Contributing to the development of tender and contract documents for interfacing works.
  • Supporting the implementation of the Quality Management System.
  • Ensuring that the Project and Contractors HSE plans are adhered to.
  • Supporting preparation of periodic (weekly, monthly) and ad hoc reports and project metrics.
  • Collaborating with the project controls and commercial teams in assessing impacts of proposed changes to scope, schedule and cost, in addition assessing progress against the programme and earned value.
  • Participating with the ER in project/program risk assessment activities and reviewing a project-level risk register.
  • Collaborating with the Design Manager in the review of the design consultant’s design of the works.
  • Obtaining support from the Quality Manager in implementing the quality assurance procedures.
  • Liaise with the ER to manage the CS staff including the planning, hiring, developing, mentoring, leading and staff retention.

Minimum Requirements

Experience:

  • Minimum 10 years of experience in construction site environment.
  • Minimum 5 years of experience in a leadership position overseeing CS staff and other personnel on major infrastructure programme during the construction phase.
  • Minimum 12 years of experience in the civil infrastructure industry.
  • Minimum 5 years of experience in the employ of an engineering consulting firm.

Specific skills required:

  • This position requires sound problem resolution, judgment, decision-making, troubleshooting skills and the ability to advocate and direct the implementation of project management systems.
  • Leadership and negotiation skills to resolve project related issues.
  • Experience in the construction of both steel and concrete framed office / industrial buildings including MEP.

  • Focused on client delivery – attention to detail and quality with a capacity to work under pressure and meet deadlines.

Preferred Qualifications

Bachelor’s degree in Civil / Structural Engineering

Member of professional organization – Civil Engineering
