Job Description

Job Title: ENVIRONMENTAL OFFICER – GIS.

ROLE PURPOSE AND CONTEXT

The Environmental GIS specialist will have a diverse role which covers the administration and custodianship of spatial data relating to the environmental discipline and collaboration with other discipline data custodians to ensure sharing of appropriate data for management, planning and decision-making processes. The GIS specialist will also facilitate the dissemination of key spatial data products to colleagues within the department to support integrated planning and reporting for example water balance reporting, visualization of water and air quality monitoring results, rehabilitation activities and progress, monitoring of community impacts on the environment such as deforestation and artisanal mining. On-going monitoring and analysis of spatial data will equip the environmental Department with additional early warning systems to assist with risk management.
The GIS specialist will work closely with the regional support structures to continuously improve and develop the GIS platforms in use and bring new tools to their department for optimization of work processes. The GIS specialist will also provide support on new activities and projects, performing spatial analysis to assist with risk management and decision-making through the use of spatial decision support systems.

KEY ACCOUNTABILITIES:

Management of spatial data

The GIS specialist will form a key role across the regional GIS discipline as the Environmental GIS spatial data custodian. They will be accountable for the management and custodianship of all discipline spatial data. This includes updating key datasets as required, validating the accuracy and maintaining the quality control of spatial data, ensuring that appropriate metadata is stored for all datasets and controlling access and dissemination of this data.

  • Departmental support for GIS platform (GIS Portal and GIS Servers)

The GIS specialist will also act as a super-user on the Site GIS Portal, and as the custodian of the Environmental data on the GIS Portal and GIS servers. The GIS specialist will work with other GIS data custodians and with site IM and regional support structures to develop new tools and new content as required by their end users.

  • Integration of GIS platform with other environmental monitoring and support systems

The GIS Specialist will play a key role in supporting spatial integration initiatives and work with members of the environmental department and across disciplines to identify integration opportunities that will optimize reporting and analysis.

Analysis of spatial data

Identifying relationships and systematic patterns within discipline data including the distribution of selected phenomena; identifying, recording and assessing changes since a previous analysis; extrapolation of data and making predictions based on current practices and management plans or predicting the impact of a specific event; Performing analysis to access compliance and support decision-making procedures, and for processing data to be displayed in digital map layers

Technical Support for Disciplines and Projects

The GIS specialist will assist the end-users to better and more efficiently manage data and produce outputs which will include, but are not limited to:

  • Generation and analysis of Baseline data
  • Land use maps and Land Use Plans and change analysis
  • Identifying constraints and opportunities, and optimizing site selection based on specific criteria
  • Rehabilitation and Closure Maps
  • Water Balance updates

QUALIFICATION, EXPERIENCE AND TECHNICAL COMPETENCIES

Qualifications

  • A relevant GIS/Remote sensing related qualification (e.g. MSc Geography/GIS)
  • Background in environmental sciences and familiarity with in-country environmental legislation

Experience

  • At least 3 years’ working experience in Geographic Information Systems
  • At least 2 years’ experience in remote sensing studies
  • Experience in relevant software packages such as ESRI ArcGIS, ERDAS Imagine and ENVI
  • Spatial data management experience, managing Enterprise GIS databases

Technical Competencies

  • Excellent data administration, QAQC and map making abilities
  • Strong analytical skills
  • Good verbal and written communication in English
  • Able to effectively analyze and interpret information, plan, coordinate and prioritize tasks
  • Good project management capabilities
  • Ability to work independently
  • Experience in scripting and basic coding in SQL and Python
