Job Description

Job Title: Programme Director

Job Summary

The Programme Director (PD) leads the Programme Management group which is the senior leadership team for the delivery of the programme. Through this leadership team, the PD will manage the overall programme.

The Project Director has the overall responsibility and accountability for managing the AECOM consultancy agreement with the Client with particular attention to financial project success, avoidance of unapproved risks and mitigation of risks formally accepted by the AECOM Africa business.

The Project Director has the overall responsibility and accountability for delivering the programme management and construction supervision services to the Client in support of the delivery of the Client’s project.

The PD is named in FIDIC Red Book and Yellow Book contracts as The Engineer.

The Project Director reports to the Africa Civil Infrastructure Market Sector Lead.

Duties and Responsibilities:

The Programme Director is responsible for:

  • The oversight, management, reporting and control of the over-all programme.
  • Preparation of the essential support facilities and logistics in Ghana to support the team. These support facilities and logistics include transportation, office accommodations, equipment, IT/communications, visas and support services sub-contracts.
  • Mobilization to Tema with the first wave of staff. The PD will oversee the growth of the staff size in all departments in proportion to the effort required.
  • Health, safety, and security of all AECOM employees on the programme.
  • Compliance of the programme with all AECOM governance requirements (DOA’s) including any blanket DOA’s granted to the programme.
  • Compliance of the programme with the AECOM Integrated Management System (Quality, Safety, Health, and Environment).
  • Compliance of the AECOM programme with all applicable laws and regulations of South Africa and Ghana.
  • The programme’s reporting internally within AECOM. The reporting includes status updates and forecasting of finances, risks, time schedule of the project.
  • The high-level liaison with the Employer’s representatives and is ultimately responsibility for all Client-AECOM contractual matters including invoicing, payments, delays, liability and delivery of the scope of the works.
  • The high-level liaison with AECOM’s primary subcontractors and sub-consultants and is ultimately responsibility for all AECOM Subcontractor contractual matters.
  • Identifying, vetting and approving the hiring of key programme staff. Further, the PD is responsible for developing the capabilities of managing the performance of all staff reporting directly to the PD.

Minimum Requirements

Experience:

  • Minimum 10 years of experience in port & marine project development including major projects/programmes.
  • Minimum 5 years of experience in a top leadership position overseeing staff on major projects or programmes.
  • Minimum 5 years of experience on marine works construction sites.

Specific skills required:

  • Time schedule development and management for large infrastructure programmes.
  • Cost budget development and management for large infrastructure programmes.
  • implementation of ISO 9001 systems.
  • implementation of health/safety/security protocols on construction sites.
  • communication with staff, contractors, clients, stakeholders and AECOM Sr Management.
  • review of contractual deliverables [including technical reports] for accuracy and clarity.
  • review of internal AECOM financial and progress reports for accuracy and clarity.
  • risk analysis of the AECOM enterprise.
  • risk analysis of the client’s programme.

Person Specification:

  • Team leader / decision maker – ability to identify skill gaps in team members and implement appropriate development.
  • Focused on client delivery – attention to detail and quality with a capacity to work under pressure and meet deadlines.
  • Empathy towards staff and colleagues – collaborative management style.

Additional Comments:

  • Eligibility to work in Ghana (due to nationality or work permit) is an advantage.
  • Experience in AECOM’s APIC system and MAP training are advantages.
  • Experience on project sites in West Africa is an advantage.

Preferred Qualifications

  • Minimum BTech in a related field, i.e. Engineering, Quantity Surveying, Business, Finance, Accounting.
  • Member of professional organisation.
  • Professional engineering licensure.
