The ARB Apex Bank Limited (Apex Bank) is a Public Limited Liability Company Incorporated under the Companies Code (Act 179 (1963) and owned by the Rural and Community Banks in ghana. It has been licensed by the Bank of Ghana and acts as a ‘Mini Central Bank’ for the Rural and Community Banks (RCBs).

Job Description

Introduction:
The ARB Apex Bank Limited (Apex Bank) is undertaking a project aimed at the creation of a “viable system of rural and community banks providing rural households, enterprises and farmers with improved access to financial services in particular for productive activities”. The project covers four (4) main areas which are as follows:

  1. Rural Finance Wholesale Fund;
  2. Technical Assistance Fund for Rural and Community Banks’ (RCBs) Mergers;
  3. Capacity Development of RCBs; and
  4. Human Resource Development in the Apex Bank

The Capacity Development of RCBs intervention has the objective of improving the human resource capacity of RCBs through the provision of subsidized training programmes and specialized technical assistance to individual RCBs.

Apex Bank, acting on its mandate to provide banking and non-banking services to the RCBs, plans to contract the services of a consulting firm/consultant to undertake a Training Needs Assessment (TNA) of RCBs classified as ‘Fair’, ‘Marginal’ and ‘Unsatisfactory’ by the Efficiency Monitoring Unit (EMU) of the Apex Bank.

Scope of Work:
The selected Consultant will be required to complete the following:

  • Undertake a desk review of the EMU Report on ‘Fair’, ‘Marginal’ and ‘Unsatisfactory’ classified RCBs which number approximately forty (40) ;
  • Develop a SMART (Specific, Measurable; Achievable, Realistic and Time-bound) inception plan which details the scope, approach, and methodology of the assignment;
  • Design and develop a first draft of questionnaire to the used in the assessment based on the review of the EMU Report and discussions with Apex Bank;
  • Conduct a pilot test of the questionnaire covering not more than five (5) of the classified RCBs and review the questionnaire based on responses from the pilot test;
  • Undertake the TNA exercise of the above classified RCBs by visiting all categorized RCBs including a sample of their agencies
  • Prepare and deliver an analytical reporting presenting the findings and outcome of the TNA exercise as well as the recommendations proposed; and
  • Participate in meetings with Apex Bank to discuss the draft report before finalization

Expected Outputs:
At the end of the assignment, the following outputs are expected to:

  • An inception report detailing the scope, approach and methodology of the assignment as well as findings of the desk review of the EMU report;
  • The questionnaire to be used in the TNA exercise developed;
  • A TNA exercise of the classified RCBs including a Sample of their agencies undertaken; and
  • A TNA report presenting the findings and outcome of the TNA exercise as well as the recommendations proposed, and including the profile of the ‘Fair’, ‘Marginal’ and ‘Unsatisfactory’ classified RCBs detailing the following:
    • Length of operation;
    • Capital mobilization;
    • Educational background of respondents interviewed;
    • Capacity of the Board (as reflected in the profile of Board Members);
    • Gender consideration on Board, Management and Staffing; and
    • Rating of the classified RCBs according to the EMU report over the past two (2) years

Duration of Assignment:

  • The assignment would be carried out in a period not exceeding three (3) calendar months

Required Skills or Experience

Expertise required for the assignment shall include key personnel with at least:

  • A Master’s degree in administration, finance, economics, personnel management, planning or its equivalent, having a minimum of ten years of post-qualification experience in institutional capacity needs assessment, research, professional development or any relevant field OR
  • A Bachelor’s degree in administration, finance, economics, personnel management, planning or its equivalent with professional qualification (in banking or accounting), having a minimum ten years of post-qualification experience in institutional capacity needs assessment, research, professional development or any relevant field

Specific knowledge of the rural banking sector would be an added advantage
