MIS Officer:

Job Description

 

The Management of Information Systems (MIS) Officer will support in the Compilation and analysis of MIS data from field staff and other Implementing partner organizations to generate project-Level information for donor reports as well as for policy and project – oriented publications.

Key Responsibilities

  • Train and provide technical support to project team on the VSLA management Information systems (MIS).
  • Collect and review all MIS data submitted by the Field agents and Implementing partners.
  • Work with partner organizations to develop quarterly operating plans that result in widespread expansion of VSLAs.
  • Work with the local implementing partners to define, test and document the linkage between mature VSLAs and formal financial institutions.
  • Work with Partners to develop and implement methods for measuring the impact of VSLA participation on individuals, children, households and communities.
  • Facilitate and support the documentation of component processes and achievements including documentation for public dissemination.
  • Work with the M&E advisors/officers to develop quality assurance/learning mechanisms that will enable CARE Ghana maintain high implementation standards.
  • Work with other Cocoa Livelihood and Empowerment Programme (CLEP) team members to ensure linkages and synergy between Cadbury Cocoa Project Financial Empowerment and other projects in the CLEP program

 

Required Skills or Experience

 

  • Bachelor’s degree in Management Information System
  • Strong practical experience in Database Management
  • Relevant experience in Village Savings Loans Associations (VSLA) MIS version 3.0 is a requirement
  • Critical thinking, creative and analytical
  • Strategic and conceptual thinking ability
  • Good spoken English and excellent English writing skills

2. Field Agent:

Field Agent (5 Candidates for this Position)
The Field Agent will ensure the stability of community savings and Loans by assisting members organize themselves and build their own resources through a VSLA or community managed savings and Loans associations. The Position is based in Asuanfo North and Amansie West District.

Key Responsibilities

  • Facilitate the creation of independent VSLAs and maintain a training relationship with groups for up to one year.
  • Ensure that local leaders and MFIs understand the VSL approach
  • Ensure that  VSLA management committee fulfils its responsibilities and behaves democratically
  • Build awareness and confidence of prospective participants to learn the VSL system, use it properly and save actively.
  • Ensure the stability of community savings and loans associations
  • Collect monthly group data to be submitted to MIS Officer.
  • Support in compiling field report from groups and other Implementing partner organizations
  • Work with partner organizations to develop quarterly operating plans that result in widespread expansion of VSLAs.

Required Skills or Experience

 

  • A first degree in Social Sciences, Adult Education or related field
  • At least 2 years field experience in community mobilization using participatory methodologies.
  • Proven experience in capacity building programming for district and community-based Cocoa stakeholders
  • Excellent Training, Facilitation & Presentation skills.
  • Experience in participatory and adult training / education.
  • Adherence to CARE’s core values (Respect, Integrity, Commitment & Excellence) and competencies
  • Good spoken and written English plus excellent spoken Twi.
3. Monitoring & Evaluation Assistant – PAGE Project

Job Description

 

The Monitoring & Evaluation Assistant reports to the M&E Officer on the PAGE project. S/He will provide M&E support to the M&E Officer in entering of data and analyzing reports. The position is based in the PAGE Office in Accra.

Key Responsibilities

  • Take delivery of and enter all field data submitted from all district level data from Program Officers and partner districts.
  • Document outputs of field processes, significant accomplishments and lessons learned
  • Assist M&E Officer in preparing reports for the Chief of Party.
  • Occasionally undertake monitoring visits to project sites for verification of data.
  • Assist in annual assessment and end of project evaluation.
  • Quarterly submission of information on training programs and participants of training activities (TraiNet Data) using a special software (TraiNet) designed by USAID for all USAID activities (contractors).
  • Occasionally assist in training activities and other field activities when the field section runs short of personnel.

 

Required Skills or Experience

 

  • Bachelor’s degree in Statistics or Management of Information System with experience in rural development
  • Strong practical knowledge in database development, management analysis.
  • Two years post qualification experience in a project management environment,
  • Relevant experience in capacity building activities and working with communities, CBOs, traditional institutions, NGOs and public sector agencies
  • Strategic and conceptual thinking ability
  • Excellent communication skills and good team player
  • Experience in facilitating linkages, relationship building and networking
  • Good spoken and writing skills in English and excellent spoken Twi
4. Administrative Officer

The Administrative Officer’s overall responsibility is to ensure the day to day running of the main office administration in an efficient and cost effective manner while keeping in mind legal considerations and donor requirements where necessary.

S/he is directly in charge of estate, utilities, security, cleaning and supervision of the receptionist. The incumbent will provide support and answers to questions related to administration, counsel and advice, and deal with customers with maturity, tact and diplomacy. S/he will also prepare and manage security contracts/issues for the main office.

The position reports to the Admin Manager.

Key Responsibilities

  • The Admin Officer supervises the Receptionist / Secretary, Cleaners & Gardener
  • Supervise the maintenance of CARE equipment (air conditioners, copiers, fire extinguishers, generators, electric appliances, etc.) through regular service contracts, as appropriate.
  • Monitor equipment repairs’ and initiate preventive maintenance according to schedule
  • Monitor the equipment maintenance contracts as well as the contracts with the security agency;
  • Assist the expatriate staff in finding of adequate housing according to CARE policy and assist in installations;
  • Support in the movement of personal effects of expatriate staff
  • Supervise the provision of utilities (electricity, water, internet service, telephone, waste collection) from the respective companies following established procedures,
  • Monitor estate daily to ensure that all anomalies are promptly rectified
  • Monitor contracts with the security agency;
  • Act as liaison with the security agency and report issues that arise in this area
  • Ensure effective provision of security in offices and homes
  • Effectively supervise the cleaners in the performance of their duties
  • Monitor the dates of CARE’s certification and initiate the processes for its renewal when due
  • Manage the resident and work permits of expatriate staff and ensure the permits are always valid
  • Support expats in the acquisition of Driver’s License
  • Support the implementation of CARE Ghana administrative policies and procedures in all office and supervise compliance with donor regulations,
  • Support the Logistics and Procurement units in the absence of the officer’s

 

Required Skills or Experience

 

  • Minimum of First degree in Administration, Management or Business
  • 2-5 years progressively responsible experience in vehicle maintenance, property management and administrative work
  • Excellent Analytical skill, good written and oral communication skills; Ability to exercise independent judgment and work with minimum supervision;
  • Ability to multitask and work within deadlines;
  • Proficient in use of Microsoft applications, including Excel, Word, PowerPoint & Outlook (or similar software);
  • Good knowledge of Administrative systems and practice, policies and procedures.
  • Fluency in English is essential and working knowledge of French is required
