Chemonics International Inc. seeks four technical and administrative specialists for the recently awarded five-year, USAID-funded Ghana Feed the Future Agriculture Policy Support (Ghana FtF-APS) Project. The Ghana FtF-APS project aims to increase the capacity of the government of Ghana, the private sector, and civil society organisations in evidence-based policy formation, implementation, research and advocacy and in rigorous monitoring and evaluation of  agricultural programmes under the Medium Term Agriculture Sector Investment Plan. The Personnel will support the effective and efficient long-term management and implementation of the Ghana FtF-APS project by filling the following position:- Director of Finance and Operations

Job Summary

The director of finance and operations will oversee overall project operations and finances in accordance with USAID, Chemonics and APS project’s chief of party and will have management responsibility for all finance and operations functions, including the grants and subcontract manager, the project accountant, and the project office manager.

Specific responsibilities will include

•   Overseeing overall project operations and finances, including drafting financial guidelines and policies.
•   Ensuring continuous liquidity and supervise daily financial operations, including cash-flow management, time sheet recording, preparing cash requests, reviewing and approving, expenditures
•   Reviewing and managing signed approvals, bid analysis and cost competition, grant and subcontract agreements
•   Providing trainings to local national finance and procurement staff on best practices for field office finance management
•   Ensuring contractual compliance of project activities with USAID regulations and Chemonics policies
•   Assisting the COP and project leadership in the delivery of technical assistance, including scopes of work and progress reports
•   Providing technical assistance to project grantees, subcontractors and other partners to stengthen their financial and operational management capacity

Qualification Required & Experience

•   Bachelor’s degree or higher (Master’s preferred) in a relevant field (Accounting, finance, business administration, etc.)
•   7+ years of professional experience, preferably for USAID-funded programmes in Ghana. Significant experience with grants, subcontracts, accounting and operations management

Job Title 2: Communications Specialist

Job Summary

The communications specialist will manage all external public communications related to project implementation and provide technical assistance to project partners, including the private sector and civil society organisations, for the effective communcation of policy advocacy. This position will report to the project’s chief of party and will provide technical management support for short-term consultants and service provider, such as photographers and graphic designers

Specific responsibilities will include

•   Developing and updating annual communications and outreach plans, including the identification of key stakeholders and target audiences, encompassing a broad range of communication tools including traditional print, online and social media
•   Desiging specific communciation messages for dissemination to target audiences, ensuring compliance with USAID’s graphics standards manual and the APS project’s branding and marking implementation plan
•   Serving as the project’s point of contact with USAID communications staff, including fielding request for specific project communications deliverables.
•   Delivering technical assistance to government, the private sector, civil society organisations, associatins, and other project stakeholders for the design and implementation of effective communications strategies and messages related to agricultural policies.
•   Formatting, editing, and submitting regular project communications and reporting, per contract requirement (e.g. weekly bulletins, quarterly and annual reports)
•   Managing the project’s communications library, including specific communications reports and other material, such as videos and photographs
•   Managing the project’s online presence, including the use of social media

Qualification Required & Experience

•   Bachelor’s degree of higher (Master’s preferred) in a relevant field (journalism, communications, english)
•   7+ years of professional experience, preferably with USAID funded programmes.
•   Familiarity with USAID’s branding, marking, and graphics standard requirements preferred.
•   Demonstrated experience in delivering technical assitance to project beneficiaries for the design and implementation of effective communication is required

Job Title 3: Agricultural Economist

Job Summary

The Agricultural Economist will provide training and support to stakeholder organisations for policy analysis and formation activities, including institutional capacity building.

Responsibilities will include

•   Analyzing existing capacity for agriculture policy analysis within partner organisations and developing tools and recommendations for building partner capacity
•   Work with technical staff to identify policy priorities, data collection and analysis priorities and will develop tools and trainings to address gaps in knowledge and skills
•   Providing technical assistance to government agencies, research organisations and private sector organisations
•   Building capacity for data collection and analysis of policy impacts on women farmers and entrepreneurs

Qualification Required & Experience

•   Master’s degree in agricultural economics, statistics or a related field, ten years experience in agricultural policy analysis and data collection, organisational capacity building, good writing skills
•   USAID experience preferred
•   Fluent english language capability

Job Title 4: Monitoring and Evaluation Specialist

Job Summary

The M&E specialist will provide leadership and management to monitoring and evaluation activities, including assisting counterpart institutions to design, implement and maintain the performance monitoring systems for evidence-based decision-making

Responsibilities will include:

•   Implementing the project’s Monitoring & Evaluation Plan, which includes the performance monitoring plans (PMP) and knowledge Management (KM) approach, as well as designing and populating the project’s M&E system
•   Working with technical staff to ensure timely and consistent data collection and develop databases and spreadsheets to ensure data readily available
•   Training staff and selected partners on M&E system operations, collection methods and collate databases from technical staff and partners to update the system
•   Performing data analyses and/ or create graphics to inform reporting requirement and project communications products
•   Planning for and supervising intermittent impact assessments, collect and disseminate lessons learned and share successes during project implementation

Qualification Required & Experience

•   Master’s degree in evaluation, public policy or a related field, ten years experience in monitoring and evaluation of international devleopment projects, supervisory experience, good writing skills, USAID experience preferred, fluent english language capability
•   Short-term M&E specialists will be needed occasionally
