Job Description

Reports To: Program Coordinator, Takoradi
Duration: One Year Contract- Renewable on Annual Basis upon Satisfactory Performance

CHF International is seeking a Program Officer for the implementation of key activity components of the CHF International program “Water Access, Sanitation and Hygiene for Urban Poor (WASH-UP)” funded by USAID. The program will provide targeted technical and organizational capacity building and funding to local intermediaries to increase access to improved water and sanitation infrastructure, and promote better hygiene.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Assist NGO partners in water and sanitation infrastructure development, including design, technical specifications, construction or rehabilitation, testing, operation and maintenance;
Work with NGO partners to ensure use of consistent criteria for technology selection, design standards, and costing standards across the projects, in compliance with guidelines set by recognized government authorities;
Assist in reviewing the work, records, and reports of consulting engineers, construction managers in the construction of water kiosk, digging of boreholes, household water connection, water quality testing and other technical services hired to perform work under the projects;
Assist in the review of latrine construction designs and provide technical input into the permitting and construction processes;
Assist and supervise local NGOs in the selection of competent local artisans and contractors for the construction of water and sanitation facilities
Attend construction site meetings and report on status of on-going construction works
Work with NGO partners to collect and maintain technical records in compliance with government requirements and any additional requirements;
Follow-up on the operation, maintenance and management of water and sanitation facilities
Document all processes and out puts and lessons learnt on water and sanitation interventions

Required Skills or Experience

At least a Bachelors degree in environmental, civil, or public health engineering
At least 3 years experience in water and sanitation programming in Ghana or a Masters degree and 1 year experience;
Experience managing staff engineers, working with community organizations and government officials, and coordinating multiple organizations to implement projects is desirable;
Strong organizational and interpersonal skills;
Ability to work in a team-oriented setting;
Excellent oral and written communications skills in English language.
High degree of computer literacy; MS Excel and MS Word are essential; and
Excellent organizational skills and ability to determine priorities and respect deadlines.
