SLUM COMMUNITIES ACHIEVING LIVABLE ENVIRONMENTS THROUGH URBAN PARTNERS (SCALE UP) PROJECT
TERMS OF REFERENCE
ASSESSING THE IMPACT OF VOCATIONAL SKILLS TRAININGS IN GA MASHIE, ACCRA
1. INTRODUCTION
CHF International has been awarded a three-year grant to implement the Slum Communities Achieving Livable Environments with Urban Partners (SCALE-UP) program. The program will provide targeted capacity building to local intermediaries (NGOs and others) to implement slum upgrading interventions in collaboration with community-based organization(CBOs) and municipal authorities in two cities(Accra and Sekondi-Takoradi).
The SCALE-UP Program has four principal objectives:
The program focuses on building the capacity of local NGOs to identify and implement projects in slum communities that result in increased income and assets and improved living environments for slum community residents and operates in the following urban informal settlements:
One of the key activities of the Scale up project is to promote sustainable employment and income generating opportunities for youth in the above slum communities. In this regard, Ga Mashie Centre For Education and Environmental Development(GACEED), a local NGO partner of the Scale up project implemented a vocational skills development trainings in Gamashie, Accra, designed to provide technical skills, employment and productivity to meet labor market demand in four key vocations; mobile phone repairs, grass cutter rearing, alley paving and bamboo craft.
After completion of these trainings by GACEED, CHF Ghana is seeking a Consultant to conduct a rapid assessment of the impact of the vocational skills training activities of GACEED on the trainees and the community as a whole.
2. OBJECTIVES OF THE ASSESSMENT
The Consultant will be required to assess the impact of the vocational skills training on the youth trained in the various vocations by GACEED. Specifically, the assessment will seek to determine the following;

7. PAYMENT SCHEDULE
The contract sum will be divided into categories relating to the deliverables to be agreed by the two parties (first advance not to exceed 24% of contract value).
