Purpose:  How does this post support Plan International’s strategy and mission? Plan International is an independent non-profit organization that advances children’s well-being and equality for girls. Working in building powerful partnerships for children for over 80 years and present in 70 countries, Plan International strives for a just world, tackling the root causes of the challenges facing girls and all vulnerable children while working together with children, young people, our supporters and partners.

Plan International Ghana is looking for a Project Coordinator to work with a team of professionals and coordinate high quality programming and results in the Northern Region on a project titled “Women’s Innovation for Sustainable Enterprises (WISE)”.The WISE Project seeks to leverage the enormous potential and agency of Ghanaian women entrepreneurs aged 19 to 55 years in rural and peri-urban areas by employing both demand- and supply-side interventions to contribute to increased realization of rights to economic empowerment, well-being and inclusive economic growth in 3 districts in Bono and Ahafo regions (Sunyani Municipal, Tano North and Techiman Municipal) and 2 districts in Northern region (Kumbungu and Tolon). The project will start in February 2020, has a duration of 4 years, and a budget of over 5.5 million EUR.

Dimensions of Role:

The project coordinator will work with stakeholders at districts/municipal level to address root causes of gender inequalities through gender-transformative approaches. This includes an express need to ensure meaningful male engagement to support women’s improved agency.
The Project Coordinator will be responsible for coordinating quality programming and results, financial management and compliance, stakeholder and partner relations, and donor deliverables at districts/municipal levels.
He/she will coordinate the establishment of women-friendly business hubs (HerHubs), which will serve as a ‘one-stop shop’ for women to access gender-responsive services to start and grow small enterprises, feminist and results-oriented economic empowerment program planning, implementation and reporting in compliance with donor and government agreements.
Facilitate the effective functioning of all Enterprise hubs through effective business planning, business training and developing private sector linkages in collaboration with other decentralized agencies of the government towards achieving a common goal.
Project Coordinator will ensure that project beneficiaries (Women) have the knowledge and skills to develop and run successful enterprises by adopting appropriate business practices and culture in the district/municipal.
The post-holder will be based in Sunyani and travel to project communities where the WISE project operate for approximately 70% of her/his time.

Feminist principles of collaboration, participation, transparency and respect for the agency of women’s organizations will be integrated in all aspects of this role.

Form and Develop women groups association with appropriate cooperative Values and principles

Work with LNGOs to facilitate groups as entry for project interventions
Facilitate an institutional framework for women association/groups and other apex entities with clear linkages with individual associations.
Facilitate and develop capacity programme to deliver governance, strategic planning, financial management, conflict management and human resources management pertaining to associations and groups.
Monitor and provide semi-annual tracking report of the growth and development in governance, management and overall development of self-groups and associations related to the project.
Facilitate the development of producer association values and principles
Facilitate linkages with relevant district/municipal institutions to support the registration to formalise businesses
Develop increased knowledge and understanding of WISE through cross learning, co-mentoring activities to exchange experiences with stakeholders at the district/municipal
Any other duties assigned by Supervisor

Support the Operationalisation of HerHubs
Expected Outcomes:

Coordinate with relevant decentralized agencies in the District/Municipal economic analysis and value chains studies on the project
Work with Project Team to ensure HerHub in Business Advisory Centres (BACs) and Rural Solar HerHubs established and operational
Work with relevant institutions/organisations in the District/Municipal on an appropriate training package in business planning, business skills, strategic planning and entrepreneurship for use by the project team and relevant Institutions
Support the operationalization and tracking of business and marketing plans through joint planning, monitoring and collaboration with stakeholders

Project Management, Communication, Coordination at District/Municipal Area
Expected Outcomes:

Coordinate sub-grants provided to diverse implementing partners, ensuring partners receive adequate support to deliver quality programming and reporting at Municipal levels.
Engage multiple partners and stakeholders to facilitate the delivery of gender-responsive services and products across the five main services areas of HerHubsFacilitate entrepreneurship opportunities, expand agri-businesses and establish sustainable business (green) streams which aligns with Ghana’s existing programs, policies and investments, including the Rural Enterprise Programme, Planting for Food and Jobs and One-District, One-Factory initiatives in the district/municipalities
Work with multi-level stakeholders including the Association of Ghana Industries ( AGI) to ensure availability of inter-connected, inclusive enterprise development services and products for women entrepreneurs in project locations
Ensure inclusive financial and business development services and products developed for women and rolled out
Ensure the facilitation of increased access to markets and opportunities in agri-business and green business for women
Grant management, disbursement to local partners and reporting processes developed.
Facilitate the preparation and submission of quality programmatic and financial reports by key partners (who receive funding support) in line with Plan International and donor standards.
Facilitate the utilisation Economic Empowerment Feminist monitoring and evaluation system, tools and processes by key partners for measuring the results of the project, and project data is collected, and validated by and shared with relevant stakeholders.
Ensure Project cycle management processes and tools (including detailed implementation plans) effectively implemented to achieve project results and comply with donor requirements, government, and partnership agreements

Synergy, Communication and Coordination: Foster and maintain productive and professional relationships with and between all project stakeholders (government, private sector and non-profit at district/municipal area).

Expected Outcomes:
Engage multiple partners and stakeholders to facilitate the delivery of gender-responsive services and products across the five main services areas of HerHubs.
Facilitate the provision of services, improve linkages and build the capacity, particularly of local actors, to offer gender-responsive, sustainable support to women entrepreneurs
Foster strong coordination and collaboration with women entrepreneurs through open and transparent communication, participation and joint decision-making, and respect for their agency and technical expertise.
Best practices and lessons learned are documented, shared, and integrated into programming.
Work with program staff and technical advisors to identify the technical support needs of the project and ensure this support is provided.

Communications and Working Relationships:

Working contacts inside and outside the organization; include the purpose and level (high, medium, low) of the contact
The Project Coordinator will be responsible for ensuring the productive and functional relationships with the key partners, private organizations, government department at the District/Municipal area.

Medium contact with Plan International partner organizations  to ensure compliance;
Maintains medium contact with other staff from the Program Unit and country office to offer support for understanding and implementation of the Innovation for Sustainable Enterprises (WISE) related activities

Qualification and Experience
Minimum of 1st Degree or equivalent in the fields of Agriculture Economics, Business Administration, Entrepreneurship, Enterprise Development plus 2 years in a mix economic growth/trade, Green Business, Value Chain Competitiveness, Investment Promotion or Agriculture Development.

Proven experience in Agricultural Value Chains, Enterprise Development, Green Businesses and Financial Inclusion
Progressive experience working for INGOs in increasingly at community and regional level.
Capacity building experience in project design, implementation, reporting, and evaluation.

Travel requirements
This post holder will be stationed in Tamale in the Northern Region of Ghana with regular travel (approximately 60% of time) to project locations where WISE operate.

Level of Contact with Children:
Responsibilities of this job require a low level of contact with children. Plan International’s global policy on safeguarding children and young people will be adhered to at all times.
