Job Title: Finance Specialist

Programme Description

The West Africa Energy Program (WAEP) is a 4-year USAID effort to achieve the goals of Power Africa. The objective of WAEP is to expand supply of and access to affordable and reliable grid-connected electricity services in West Africa through a range of technical assistance, capacity building, and transactional support to advance Power Africa’s objectives in selected countries in the West Africa region.

Job Description

The Finance Specialist will support the Finance Manager and project leadership and will be responsible for managing local accounting spreadsheets, local staff monthly payroll, tracking invoice submissions, and managing petty cash disbursements and advances.

Responsibilities

General Functions of the Position

The successful candidate shall perform the following general functions:

  • Effectively support Management and Leadership, and ensure the day-to-day personal performance of all staff under the Employee’s supervision in compliance with the Project Work Plan and the Project administrative and policy manual
  • Support the development and implementation of the Project’s operational activities across the CLIN 1 (Regional) and CLIN 2 (Ghana) Programs.
  • Conduct all business in a manner that respects local culture
  • Maintain high ethical standards at all times, avoiding any actual or perceived conflicts of interest
  • Abide by all local laws, USAID regulations, and US Embassy/USAID project directives, whether written or verbal
  • Perform any and all tasks as may be assigned by the Chief of Party or his/her designee as may be required to contribute to the achievement of Project goals and objectives

Specific Tasks Applicable to the Position

As directed by the Chief of Party or their designee, the Finance Specialist shall perform, oversee, and support the performance of the following specific tasks:

  • Maintain local accounting spreadsheets and support submissions to the Home Office
  • Support collection and tracking of monthly employee timesheets for payroll processing
  • Support tracking of all invoices from vendors, subcontractors, consultants, etc. and maintain related project files and trackers
  • Manage cash disbursements and advances (for per diem, purchasing goods under the procurement threshold, etc.) to account for all funds, including collection of receipts
  • Coordinate and manage communications with the local bank representative on matters related to bank account maintenance
  • Ensure petty cash is maintained securely and keys are only given to designated individuals
  • Support the Home Office team with invoice submissions to the client
  • Ensure document retention and filing system meets USAID and Deloitte-mandated specifications, and files are audit-ready at all times
  • Ensure compliance with applicable withholding requirements
  • Financial projections, tracking payments and managing the project budget
  • Other duties as assigned

Qualifications

  • Bachelor’s degree in a relevant field
  • Experience in accounting and financial analysis in Ghana
  • USAID project experience preferred
  • Strong organizational, quantitative, and interpersonal skills
  • Strong ability to write, communicate, and prepare engagement materials clearly in English. French language skills preferred.

Required Skills

  • Experience in accounting and financial analysis in Ghana
  • Experience with an International Development Agency is preferred
  • Strong organizational, quantitative, and interpersonal skills
