Job Description

Job Title: Chief of Party, Research and CVE – Ghana

Democracy International, Inc. (DI) is seeking a qualified Chief of Party for the anticipated multi-year USAID/West Africa Peace through Learning, Evaluation, and Adapting (PELA) Activity. The project will strengthen USAID/West Africa’s effectiveness implementing its projects; coordinating its activities; learning from its experiences; and serving as an information, communication, and thought-leader regarding peace promotion and countering violent extremism (CVE) in the West Africa region.
This position would be based in Accra, Ghana, and would be contingent on the award of the project to DI.

Responsibilities 

  • Provide overall management and technical leadership for DI’s program in Ghana and serve as the primary project expert on CVE and research;
  • Manage a diverse team of project staff throughout West Africa, and provide technical assistance, as needed, to program partners and beneficiaries on research, M&E, and CVE;
  • Oversee the development and implementation of financial tracking systems and coordinate and monitor project budgets to ensure all expenditures are in compliance with DI and donor regulations and within the scope of the program’s long-term budget;
  • Develop regular reports and ongoing activity monitoring consistent with the requirements of DI’s cooperative agreement with USAID and with internal reporting requirements;
  • Represent DI externally at meetings, workshops, and other events; and
  • Act as a key liaison with the host country governments and USAID offices in West Africa and Washington, DC in the areas of oversight, reporting, and compliance.

Qualifications 

  • Advanced university degree (Master’s or higher) that includes participation in research activities and the presentation of research products to a peer reviewed event or journal;
  • Substantial technical experience in monitoring and evaluation of international development projects in addition to experience using applied research, learning, and adaptation to inform project design and/or implementation.
    Minimum of ten years of experience in research related to conflict, peace-building, stabilization, and/or countering violent extremism.
  • Previously organized the solicitation, design, and dissemination of research to a broad community of stakeholders.
  • Strongly familiar with best practices, approaches, and methodology in programming related to countering violent extremism.
  • Familiarity working with government stakeholders and providing policy briefings tailored towards policy-makers.
  • Fluency in English with full comprehension and a demonstrated capability to conduct advanced research, reporting, and analyses in English.
