The Regional Office for RAF is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO’s priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO’s strategic response to regional priorities. RAF also advises on the incorporation of regional priorities into the Organization’s Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies.
RAF develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs). The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.

Job Description

Job Title: Senior Programme Officer (Resilience) 

The post is located in Accra, Ghana

Reporting Lines

The Senior Programme Officer (Resilience) also acts as Regional Initiative Delivery Manager for the Regional Initiative on Building
Resilience in Africa’s Drylands and reports to the Regional Strategic Programme Coordinator under the overall guidance of the Assistant Director General/Regional
The representative for Africa and the functional guidance of the Strategic Programme Leader on Resilience and Director of Emergency and Rehabilitation Division.

FAO’s resilience agenda at regional level and the Regional Initiative “Building Resilience in Africa’s Drylands”.

Key Results

Leadership and technical policy expertise for the planning, development and implementation of Departmental / Divisional Programmes of work, projects, products, services in accordance with (Departmental &) FAO Strategic Objectives.

Key Functions

Plans, manages or leads highly specialized or multi-disciplinary regional teams, and provides technical leadership in high-level resilience policy analysis, policy networks and/or international policy setting bodies;
Develops and implements regional/ sub-regional/ country resilience policy, strategies and programmes in close collaboration with country and subregional teams and partners;
Leads the identification of strategic priorities for FAO’s resilience agenda in Africa, with specific attention to emergency contexts requiring dedicated efforts in terms of preparedness for, and effective management of disasters and crises responses;
Leads resource mobilization efforts at regional level in support of FAO’s resilience agenda in accordance with FAO corporate strategy;
Provide technical and policy advice to Member Countries and support to decentralized offices in the development and implementation of their resilience programmes;
Promotes programmes enhancing resilience and develops partnerships with Governments, UN agencies, regional and inter-regional institutions;
Leads resilience related knowledge sharing activities across country offices as well as member countries and regional/ sub-regional entities; Promotes learning through the documentation and analysis of information and experience on enhancing resilience; facilitates the compilation of SP5 related good practices for FAO and interested partners;
Coordinates the formulation of project profiles, full-fledged project documents and ad-hoc reports/articles related to FAO’s resilience strategy in Africa;
Leads the coordination and operational support to level 2 and 3 emergencies and undertakes travel to ensure adequate programmatic support is provided to countries as appropriate;
Ensures that gender and accountability to affected populations dimensions are integrated in FAO’s resilience programme in Africa;
Represents the Organization at international meetings related to resilience.
Perform any other related tasks as assigned.

Specific Functions

Leads the development and delivery of the Regional Initiative in collaboration with lead and contributing SPs, injecting new ideas, promoting existing ones, fostering creativity, innovation, learning and sharing of experiences, building on analysis of country and regional priorities;
Strengthens key relevant policy processes at regional and country level and enhances partnerships under the initiative;
Leads work planning and implementation under the RI at regional and country levels in a way which ensures its contribution to the achievement of corporate results;
Leads the organization of strategic meetings, workshop and dialogue for accelerating implementation;
Coordinates planning, implementation, monitoring and reporting of the Initiative liaising with the relevant RI/SP Team Members and other Africa RI Delivery Managers to ensure delivery of products and services to countries are coordinated;
Provides periodic implementation progress updates of the RI and identify issues requiring medication or corporate decision;
Promotes partnerships and South-South cooperation and participation in resource mobilization and communication in coordination with the concerned Units, SPLs and other RIs.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

Advanced university degree in agriculture, resilience and crisis management, social sciences, natural sciences or related field
Ten years of relevant experience on resilience programme management associated with agricultural and rural development, including experience in developing countries and disaster-stricken countries Working knowledge of English or French and limited knowledge of Arabic, Chinese, Russian, Spanish.

Technical/Functional Skills

Work experience in more than one location or area of work, particularly in field positions, is essential;
Extent and relevance of experience in relation to institutional frameworks for disaster risk reduction, early warning, risk analysis and emergency
preparedness and response work;
Demonstrated ability and experience in formulating and managing programmes that analyse and respond to complex emergencies, ensuring a linkage to early recovery activities and subsequent development actions at country level;
Demonstrated ability to mobilise resources in support of Resilience programmes;
Knowledge and experience in planning and implementing resilience programmes, and in application of operational guidelines and programme/project management procedures, preferably those adopted by the United Nations or FAO;
Extend and relevance of experience and knowledge of international frameworks relevant for resilience programming and disaster risk reduction and management (e.g. SDGs, SFDRR, UNFCCC Paris Agreement), working with partners and relevant institutions or network in the region and beyond;
Extend and relevance of experience in organizing international meetings, seminars and training events;
Knowledge and experience of the African region, including political, cultural aspects and development priorities is desirable
